Subject

Adopt resolution authorizing the Agricultural Commissioner/Sealer of Weights and Measures to execute specified revenue agreements, and amendments to agreements with California Crop Improvement Association, California Department of Food and Agriculture, and the California Rice Commission for 2025-26 and 2026-27. (No general fund impact) (Izquierdo)

Recommended Action

  1. Adopt resolution authorizing the Yolo County Agricultural Commissioner/Sealer of Weights and Measures to execute the agreements listed below during fiscal years 2025-26 and 2026-27 on behalf of Yolo County; and
     
  2. Authorize the Yolo County Agricultural Commissioner/Sealer of Weights and Measures to execute any amendments to these agreements during fiscal years 2025-26 and 2026-27 on behalf of Yolo County.

Reason for Recommended Action/Background

  1. Annual agreements with the California Crop Improvement Association (CCIA), California Department of Food and Agriculture (CDFA), and the California Rice Commission (CRC) are currently signed by the Yolo County Agricultural Commissioner/Sealer of County of Weights and Measures as authorized by Resolution No. 23-18 adopted by the Board of Supervisors on February 7, 2023. The proposed resolution continues the authorization for fiscal years 2025-26 and 2026-27.
Current revenue agreements are listed below; it's anticipated that revenue for these programs will remain at or near the 2024-25 funding level for the next several years:
  • CCIA, Seed Certification Program: FY2024-25 revenue of $12,530 for the inspection of harvest operations to maintain the quality of certified seed produced in Yolo County.
  • CDFA, Certified Farmers Market Agreement: FY2024-25 revenue of up to $4,004 to conduct farmers market inspections as requested by CDFA.
  • CDFA, Dog Team and Call Center Agreement: FY2024-25 revenue of $306,515 for the inspection of packages at the United States Postal Service Regional Center in West Sacramento. The Call Center supports the Dog Teams throughout the State of California to obtain USPS package permissions for inspections.
  • CDFA, High Risk Inspections Agreement: FY2024-25 revenue of $114,286 for inspections of high-risk shipments, such as fruit or foliage, at ground and air freight facilities, to prevent introduction of pests of concern to California.
  • CDFA, Nematode Control Program Agreement: FY2024-25 revenue of $2,025 for soil treatment supervision, commodity treatment supervision and commodity/soil sampling pertaining to Nematodes for nursery stock.
  • CDFA, Nursery Agreement: FY2024-25 revenue of $500 for annual nursery stock inspection and compliance assessment at producer/wholesale nursery locations within the county.
  • CDFA, Organic Agreement FY2024-25 revenue of $660 to process CDFA organic registration applications.
  • CDFA, Pest Detection Agreement: FY2024-25 revenue of $139,715 for trapping to detect insect pests of economic concern before they become established in California.
  • CDFA, Pierce's Disease Agreement: FY2024-25 revenue of $32,168 to support inspection, detection, and enforcement programs related to the Glassy-winged Sharpshooter (GWSS).
  • CDFA, Seed Services: FY2024-25 revenue of $6,118 for regulatory inspections of Yolo County seed processors.
  • CDFA, Standardization Inspection Agreement: FY2024-25 revenue of $19,666 for the inspection of melons produced in Yolo County to assure regulatory compliance.
  • CDFA, Division of Measurement Standards, Weighmaster Agreement: FY2024-25 revenue of $960 for inspection of licensed recycling facilities to verify compliance with applicable laws and regulations related to purchase of scrap metals.
  • CDFA, Division of Measurement Standards, Petroleum Products Enforcement Agreement: FY2024-25 of $3,975 for inspection of retail fuel establishments throughout Yolo County to confirm that pricing signs and advertising are in compliance with regulatory standards.
  • CRC, Rice Pesticide Program: FY2024-25 revenue of $5,680 for surveillance of rice pesticide application and water holds to mitigate and eliminate impact to the waters of California.
  • CDFA, European Grapevine Moth Agreement: FY2024-25 revenue of $74,000 for European Grapevine Moth trapping.

    Executed agreements will be placed on file with the Clerk of the Board.
  1. The Yolo County Agricultural Commissioner/Sealer of Weights and Measures is currently authorized by Resolution No. 23-18 to sign amendments and revenue agreements. The proposed resolution modifies the authorization for fiscal years 2025-26 and 2026-27 to allow the Agricultural Commissioner/Sealer of Weights and Measures to execute any amendments to the listed agreements. This provides the Agricultural Commissioner/Sealer of Weights and Measures the flexibility required to effectively respond to unanticipated program changes.

Collaborations (including Board advisory groups and external partner agencies)

County Counsel reviews and approves all agreements as to form prior to being executed by the Agricultural Commissioner/Sealer of Weights and Measures. The County Administrator's Office, CCIA, CDFA and CRC support this procedure for obtaining County approval for contracts and agreements.
