Reason for Recommended Action/Background
Transparency and public participation have been core priorities in Yolo County's 2030 Climate Action and Adaptation Plan (CAAP) development and implementation process. The Yolo County Climate Action Commission and County staff have identified a critical need for an interactive dashboard system to effectively track and communicate progress on the County's ambitious goal of achieving net-negative emissions by 2030. The Yolo CAAP outlines over 180 actions across 40 measures and 10 strategies aimed at reducing emissions and improving climate resilience. To ensure transparency and accountability, these actions will be tracked, monitored, and shared publicly online through a CAAP Tracking Dashboard for community members and stakeholders to follow the progress of the CAAP.
The CAAP Dashboard will act as a primary tool for tracking greenhouse gas (GHG) emissions reductions, climate resilience efforts, and other key metrics. By integrating real-time emissions data and progress updates, the dashboard will help communicate progress to staff, community members, and decision-makers, while managing the extensive data from the County’s Greenhouse Gas (GHG) inventories and emissions forecasts. The goal of the CAAP is to achieve a carbon-negative footprint by 2030, with the dashboard playing a critical role in monitoring progress and engaging the community in implementation.
On October 17, 2024, the Department of Community Services released a Request for Proposals (RFP) for the development and maintenance of the CAAP Dashboard. After a competitive selection process, Michael Hendrix Consulting (MHC) was selected as the highest-ranked firm. Staff is now requesting Board approval of a contract with MHC (Att. A) for the development and maintenance of the CAAP Tracking Dashboard with a three-year term not to exceed $99,085.00.

Competitive Bid Process/Vendor Performance
A Request for Proposals (RFP) for consultants/consulting firms to provide CAAP Tracking Dashboard development and maintenance services was issued on October 17, 2024 and posted until November 14, 2024. Four proposals were received and evaluated. After evaluation of the four proposals, it was determined that Michael Hendrix Consulting (MHC) with subcontractors Kausal and Cheryl Laskowski Consulting should be awarded the contract. Additional information regarding the competitive bid process is included below, including the evaluation criteria, and scoring breakdown of the four proposals received. No protests concerning the contract award were received.
