Reason for Recommended Action/Background

In 2018, the County approved a Memorandum of Understanding with each of the four cities (Davis, West Sacramento, Winters and Woodland) for the collection and disposal of household batteries. The City of Woodland MOU was the only one with a termination date (June 2021). Staff have added language to match the other city battery MOUs and made the term be continuous until terminated pursuant to a termination for cause or convenience.

Prior to 1997, household batteries were designated under the Department of Toxic Subtances Control (DTSC) as hazardous waste and were only accepted at Yolo County Household Hazardous Waste (HHW) Facility, on specific collection days. Legislation then changed which reclassified household batteries from strictly hazardous waste to universal waste, which allowed the Household Hazardous Waste (HHW) facility to accept batteries daily and allowed the jurisdictions within our County to provide a wider variety of collection sites to encourage safe and convenient disposal of batteries.

In 2024 alone, the County collected over one ton of household batteries from the City of Woodland's collection sites (Attachment B).  In order to continue to provide this service, the County and City will need this new agreement in place.
