Reason for Recommended Action/Background
In an average year, the Assessor's Office receives up to 1,500 permits that come with plans and need to be valued. Some of these plans are provided in a large-scale paper format that are up to 36 inches wide. In order to maintain a timely and efficient workflow, reduce paper storage needs, and ensure accessibility for the appraiser and support staff, these plans need to be digitized and uploaded into Megabyte appraisal software. Appraisers then use these plans to analyze property characteristics, verify construction details, and ensure assessments are fair and equitable in accordance with California property tax laws and regulations.
The Assessor's Office has recently been using a KIP 7100 printer and scanner to digitize its maps. This KIP scanner is more than 10 years old, and is beginning to break down. The office is in need of a new scanner that can provide reliable, high-quality scans that will upload to a drive and be easily accessed by staff. Furthermore, in 2019 the Assessor's Office was awarded a SSCAP (State Supplementation for County Assessor's Program) grant. This grant has been paid to the county in full and is currently sitting in unearned revenue and restricted fund balance accounts. The scanner will be purchased with funds from this grant and meets the guidelines of the grant agreement.

Further explanation as needed:
The SSCAP grant that was received by the Assessor's office has been paid to the county in full as of fiscal year 21/22. The grant had a 2-to-1 state funds to county match. When the funds were paid to the County, the State portion of the grant was placed in unearned revenue and the county match was placed in restricted fund balance. These two accounts will be drawn down to pay for the scanner.
