Reason for Recommended Action/Background

Proposition 1, passed in March 2024, renamed the Mental Health Services Act to the Behavioral Health Services Act. The Proposition also integrated the treatment of substance use and mental health disorders, which is also the County’s practice. The Proposition mandates that counties comply with new state reporting requirements, which require consistent definitions. To align with these changes, Yolo County must update its code to replace "mental health" with "behavioral health" and rename the Local Mental Health Board and Mental Health Director to the Local Behavioral Health Board and Behavioral Health Director, respectively.

Due to the mandated actions required by Proposition 1, as well as the desire to be collaborative with the State and other counties, staff is recommending the Board adopt the attached proposed ordinance amendments to the Yolo County Code (Title 2, Chapter 2, Article 13; Title 2, Chapter 5, Article 21; and Title 4, Chapter 1), which would make all necessary name changes from mental health to behavioral health in the Code.

Collaborations (including Board advisory groups and external partner agencies)

Staff collaborated with the Health and Human Services Agency and the Local Behavioral Health Board.
