Reason for Recommended Action/Background
During the March 11, 2025 meeting, Supervisor Frerichs requested that the Board consider creating a new ad hoc subcommittee focused on the proposed Village Farms project adjacent to the City of Davis. The proposed project, if approved by the City Council and City voters, would develop residential and other uses on about 500 acres north of Covell Boulevard and east of the intersection with Poleline Road.
This Office consulted with the County Administrator's Office, the Department of Community Services, and Supervisors Allen and Frerichs to develop the attached scope for the proposed subcommittee. If approved by the Board, the subcommittee will coordinate with staff in developing recommendations to the Board on matters relating to the Village Farms project, likely including a tax sharing agreement (in anticipation of annexation of the property) and potentially a development agreement (which typically provides community benefits in exchange for certain rights and assurances relating to future ordinances and regulations). The subcommittee's work will end upon final City action on the project (either action by the City Council or, if it is approved by the Council, action by voters on a ballot measure) unless its term is extended.
