Waive second reading and adopt proposed ordinance amending Yolo County Code Title 2, Chapter 2, Article 13, "Mental Health Board," Title 2, Chapter 5, Article 21, "Health and Human Services Agency," and Title 4, Chapter 1, "Emergency Services," to rename the Local Mental Health Board to the Local Behavioral Health Board and incorporate other amendments related to renaming mental health services and titles to behavioral health services and titles. Recommended Action

Reason for Recommended Action/Background

This is the second reading and potential adoption of an ordinance initially introduced at the March 25, 2025 Board meeting. As explained in the March 25 staff report for this item, Proposition 1 (passed in March 2024) renamed the Mental Health Services Act to the Behavioral Health Services Act. The Proposition also integrated the treatment of substance use and mental health disorders, which is also the County’s practice. The Proposition mandates that counties comply with new state reporting requirements, which require consistent definitions. To align with these changes, Yolo County must update its code to replace "mental health" with "behavioral health" and rename the Local Mental Health Board and Mental Health Director to the Local Behavioral Health Board and Behavioral Health Director, respectively. Due to the actions required by Proposition 1, as well as the desire to be collaborative with the State and other counties, staff is recommending the Board adopt the attached proposed ordinance amending various sections of the Yolo County Code (Title 2, Chapter 2, Article 13; Title 2, Chapter 5, Article 21; and Title 4, Chapter 1) to make all necessary name, title, and related changes to incorporate behavioral health terminology.
