Recommended Action
- Approve and authorize the Chair to sign Agreement No. 24MHSOAC048 with Behavioral Health Services Oversight and Accountability Commission (BHSOAC) to receive funding in the amount of $800,000 for the period of Execution of Agreement through December 31, 2027 for the receipt of Universal Screening funding;
- Authorize the Yolo County Procurement Manager, or designee, to execute any non-financial extensions or amendments of the Agreement upon approval as to form by County Counsel; and
- Authorize the Director of Health and Human Services Agency, or designee, to execute any fiscal and program forms and reports required under this Agreement, including forms and reports required under any extensions or amendments thereto.

Reason for Recommended Action/Background
The Behavioral Health Services Oversight and Accountability Commission (BHSOAC), previously known as the Mental Health Oversight and Accountability Commission (MHSOAC), is awarding the County $800,000 in Mental Health Student Services Act (MHSSA) Round 4 Universal Screening funding. This MHSSA Round 4 funding will be used to develop a Universal Mental Health Screening Plan for the purpose of implementing equitable universal mental health screening in local K-12 school districts. The County, through the Health and Human Services Agency (HHSA) and the Yolo County Office of Education (YCOE), will establish a local planning team and design the local planning process to include an assessment of needs, assets, and challenges relative to implementing universal mental health screening in Yolo County’s K-12 school districts. The results of the local planning process and activities will be used to inform the County’s Universal Mental Health Screening Plan. Additionally, HHSA and YCOE will participate in a statewide learning cohort to develop a plan to implement equitable and universal mental health screening in schools across California. This project aligns with the current K-12 School Partnership Programs which is, in part, funded by MHSSA grants. While most school districts in Yolo County utilize some kind of mental health screening tool, there is no universal screening tool used to identify students with behavioral health needs. This revenue will allow the County to move towards an equitable universal mental health screening tool so all students in Yolo County are able to be similarly evaluated for behavioral health needs. Having a universal mental health screening tool supports schools linking students with the appropriate level of care given the outcome of the screening.

No general funds are required by this action. This action will lead to revenue generation from the BHSOAC in the amount of $800,000 for the period of Execution of Agreement through December 31, 2027. The grant amount was not included in the HHSA adopted budget for 2024-25 but was added during the mid-year budget.
