Reason for Recommended Action/Background
The Yolo County Executive Commission to Address Homelessness consists of appointed representatives (current elected officials) from each city and the county, representatives from the unincorporated areas, and the Homeless and Poverty Action Coalition (HPAC). The purpose of the Commission is to work in collaboration with County government, City governments, philanthropy, business sector, community and faith-based organizations, and other interested stakeholders focusing on regional policy and implementation strategies, affordable housing development, data and gap analysis, best practice research, social policy, and systemic change to promote an effective response to homelessness within the County of Yolo. The Executive Commission acts as an advisory commission to City Councils, County Board of Supervisors, and other organizational bodies as represented. The Commission fosters regional leadership that promotes resource development to address homelessness within Yolo County.
The recommended action is to update the language of the bylaws to ensure that the Commission's ability to review and recommend the allocation of homeless funding is reflected in the bylaws. The Commission was established to ensure that homeless funding is distributed timely. The Commission approved the updated language to the bylaws at their special meeting held April 2, 2025.
