Adopt the plans and specifications for the Bridge Preventive Maintenance Project 1; delegate the discretionary authority to adopt the final plans and specifications to the Director, Public Works Division as the Board of Supervisor’s designated representative; authorize the Director, Public Works Division (or the Director’s designee) to sign the Notice to Bidders and advertise for competitive bids; authorize the Director, Public Works Division, to execute a construction contract with the lowest responsive bidder provided the contract amount does not exceed budgeted expenditures for the Project, or to reject all bids; and authorize the Director, Public Works Division, to approve all construction change orders, provided the change orders are consistent with the applicable change order limits of the Public Contract Code, but not to exceed a cumulative total of 10% of the total construction contract price. Recommended Action

  1. Adopt the plans and specifications for the Bridge Preventive Maintenance Project 1;

Reason for Recommended Action/Background

These actions will allow the Department to solicit competitive bids and proceed with timely construction of the Bridge Preventive Maintenance Project 1.

BACKGROUND

Bridge Preventive Maintenance Project 1 will provide bridge rehabilitation and maintenance repair work of 36 bridges in the unincorporated area of Yolo County, as recommended by Caltrans and County engineers. Rehabilitation and maintenance of these bridges will extend their service lives. All work will occur within the existing road prism and within existing right-of-way, and above the respective creeks and sloughs. The project involves no expansion of existing right-of-way or capacity, and no disturbance of streambeds near abutments and piers.  The bridges included in the project are located throughout the County as shown on the location map (see Attachment A) and listed below:

Bridge rehabilitation and maintenance repair work includes bridge deck treatment, replacement of expansion joints, bridge and approach rail replacements, repair of bridge approaches, removing unsound concrete and repairing concrete spalls, concrete crack sealing in the soffit, retrofit concrete seats, and the rehabilitation of deck drainage elements.

The project is expected to take approximately 60 working days to complete. There will be no road closures and the contractor will be required to provide access to residences and businesses.  Advance notification signs will be placed to advise motorists to use alternate routes during construction. All bridge maintenance work will be completed under traffic control that will involve lane closures and minor delays to traffic during the workday.

To avoid schedule delays, the Board is asked to delegate its discretionary authority to adopt the final project plans and specifications to the Director, Public Works Division.  (See, e.g., PCC § 22039 [authorizing delegation of authority to approve plans and specifications to a designated representative].)  The current plans and specifications are close to 90% complete. Delegating the authority to adopt the final plans and specifications to the Public Works Director allows for more flexibility to bid the projects in a timely manner and go to construction this summer.

Competitive Bid Process/Vendor Performance

The competitive bid process will be completed in accordance with State law.  Bids will be opened and read publicly at the Department of Community Services.  A contract may only be awarded to the lowest responsive and responsible bidder.

There is no general fund impact by this action. Sufficient funds have been budgeted in the recommended FY25/26 Road Fund budget for the Bridge Preventive Maintenance Project 1, and will also be budgeted in the FY25/26 Road Fund Adopted Budget. Highway User Tax Account funds will provide most of the funds for construction.
