Recommended Action

Approve first amendment to Agreement No. 4655-SHB-2023-YC with California Mental Health Services Authority (CalMHSA) to extend the term of the Agreement through June 30, 2026, and add funding in the amount of $1,402 for a new contract maximum of $4,206 for the period of July 1, 2023 through June 30, 2026, for the provision of County participation in the State Hospital Bed Program.

Reason for Recommended Action/Background

The State Hospital Bed Program is focused on streamlining administration and contracting between Department of State Hospitals (DSH) and counties. In the past, each county was required to negotiate bed rates individually. Due to an ongoing patient waitlist, CalMHSA and its members were interested in exploring facilities to provide alternative placement opportunities. Since the inception of the State Hospital Bed Program, CalMHSA has functioned as the main point of contact and the lead in negotiating terms and rates for psychiatric bed utilization with DSH.

On or about September 23, 2023, the County entered into Agreement No. 4655-SHB-2023-YC (the Agreement) with CalMHSA to participate in the State Hospital Bed Program. The initial term was from July 1, 2023 through June 30, 2025. The program fee for the State Hospital Program is $1,402 per allocated bed. Bed allocation is determined by the Department of State Hospitals (DSH). Yolo County is currently allocated one annual bed.

HHSA now requests approval of this amendment which extends the term of the Agreement through June 30, 2026 and adds funding for 2025-26. Funding for this program helps County to secure psychiatric beds for the Yolo County beneficiaries. There has been an increased need of psychiatric beds and this contract provides us more placement opportunities for our client.

No general funds are required by this action. These services will be funded by Realignment. The action increases the contract maximum by $1,402 for a total of $4,206 for the period of July 1, 2023 through June 30, 2026. The amount of $1,402 will be included in the HHSA proposed budget for fiscal year 2025-26.
