Adopt resolution listing proposed projects for fiscal year 2025-26 funded by Senate Bill 1 (SB-1) Road Repair and Accountability Act of 2017 through the Road Maintenance and Rehabilitation Account (RMRA). (No general fund impact) (Lindbo/Riddiough)

Recommended Action

  1. Adopt a resolution listing proposed projects for fiscal year 2025-26 funded by SB-1 Road Repair and Accountability Act of 2017 through the Road Maintenance and Rehabilitation Account (RMRA) and authorize the Chair of the Board of Supervisors to sign the resolution; and
     
  2. Direct staff to forward the resolution to the California Transportation Commission.

Reason for Recommended Action/Background

In 2017, SB-1 was enacted and provided funding for transportation infrastructure maintenance and repair, including the maintenance of local streets and roads.  To ensure transparency in the use of RMRA funds, the State requires eligible jurisdictions to adopt a resolution with proposed projects for the upcoming fiscal year. The County’s list of proposed projects was selected using established priorities set by the Board of Supervisors as follows:
  • Use of Pavement Management Program to optimize cost/benefit
  • Focus on top priority corridors (arterials/collectors)
  • Address excessive complaints/safety first
  • Use preventative pavement treatments to keep the good roads good
  • Use sustainable methods when possible
  • Leverage grant funding by keeping a reserve
Staff are committed to integrating equity into the project selection process every step of the way.

The FY2025/26 project list for RMRA expenditure is provided in the attached resolution (Attachment A).

Pursuant to the California Streets and Highways Code, section 2034(a)(1), prior to receiving an apportionment of Road Maintenance and Rehabilitation Account (RMRA) funds from the State Controller in a fiscal year, the Board must approve a list of proposed projects pursuant to a resolution adopted at a regular public meeting and submit it to the California Transportation Commission (CTC).

Collaborations (including Board advisory groups and external partner agencies)

The CTC publishes the project lists received from jurisdictions and authorizes the State Controller to disperse RMRA funds to jurisdictions that have submitted project lists.

Resolution was presented at the Transportation Advisory Committee meeting on May 22, 2025.

County Counsel approved the resolution as to form.

This action will allow the County to receive SB-1 RMRA funds in FY2025/26. The current estimate of FY2025/26 RMRA revenue is $6,535,423. These funds and the proposed projects are included in the FY2025/26 Road Fund budget.
