Reason for Recommended Action/Background

The Yolo County Community Corrections Partnership (“CCP”) was formed in 2011 as part of the State of California’s public safety realignment under Assembly Bill 109 (“AB109”). Per AB109, a CCP must provide supervisory and rehabilitative programs to felony offenders who are subject to local supervision. Alongside standard probation and supervision, these programs may include mental health treatment, substance abuse treatment, job training, employment services or other programs.

The implementation of CalAIM Payment Reform significantly transformed Substance Use Disorder (“SUD”) services for incarcerated and criminal justice involved individuals resulting in an increase in funding needs. The expansion of Medi-Cal coverage for incarcerated individuals allows for increased SUD treatment services through the Drug Medi-Cal Organized Delivery System which includes outpatient, intensive outpatient, residential, and Medication Assisted Treatment services as well as Community Support services upon release. This results in better health outcomes, lower recidivism, and stronger community reintegration.

The Yolo County Health and Human Services Agency (“HHSA”) CCP Treatment Program uses CCP funds as the locally required match for Medi-Cal reimbursable services for AB109, Probation, and other adults involved with the criminal justice system, including specialty court clients.

On April 14, 2025, the CCP met to determine its base funding levels for Fiscal Year 2025-26. At that meeting, HHSA requested an additional $275,000 in CCP funds for treatment services for adults involved with the criminal justice system.  HHSA’s original budget amount was $525,000 annually for these services, however, due to an increase in both rates and utilization, HHSA requested an additional $275,000 for the current fiscal year. CCP approved HHSA’s request for the additional $275,000 for the current fiscal year.

The Probation Department serves as the fiscal agent for the disbursement of CCP funds; therefore, both HHSA and Probation are requesting to augment their budgets for fiscal year 2024-25. This will allow Probation to transfer the additional $275,000 to HHSA.

No general funds are required by this action. The action will allow the Yolo County HHSA CCP Treatment Program to have a total amount of $800,000 for fiscal year 2024-25 (pending approval of the attached budget resolution), using CCP funds. The amount of $275,000 will be added to, then transferred from, Probation’s adopted budget for fiscal year 24-25 and subsequently, transferred to the HHSA adopted budget for fiscal year 24-25 (pending approval of the attached budget resolution). Any related funding will be included in the appropriate budget process for future fiscal years.
