Reason for Recommended Action/Background
In September 2021, General Services conducted a competitive solicitation for security patrol services for various locations in Woodland. Patrol Solutions was the highest scoring vendor based on their proposal and the grading criteria, and subsequently entered into contract with the County in December 2021.
Since the initial solicitation, various departments have requested additional, dedicated patrol services. These included expanded coverage for the Library in West Sacramento and most recently, the Health and Human Services Agency (HHSA) experienced the expiration of its own patrol services contract. In collaboration with HHSA, a decision was made to consolidate security services under one contract to promote operational continuity and achieve more efficient contract management across departments.
On July 9, 2024, the General Services Department requested to extend the current agreement with Patrol Solutions through June 30, 2025, and increase the annual contract amount for fiscal year 2024-25 to an amount not to exceed $800,000. The increase was due to the expanded service coverage for the additional locations, such as Library and HHSA facilities.
Furthermore, in response to the increasing safety concerns and recent evening-hour incidents at HHSA West Sacramento location, HHSA has requested additional temporary services to enhance security at that location. As such, GSD is requesting an increase to the current agreement not to exceed $900,000. This enhancement will allow for a trial period to evaluate the effectiveness of additional patrol coverage in mitigating vandalism and improving safety. The findings from this period will inform future decisions on whether a long-term investment in expanded security services is warranted.
