Adopt resolution authorizing the Yolo County Director of Environmental Health to apply for and execute the Department of Resources Recycling and Recovery (CalRecycle) Local Enforcement Agency Grant for the period of July 1, 2025 to June 30, 2030. (No general fund impact) (Lindbo/Meneghetti)
Recommended Action
- Adopt resolution authorizing the Yolo County Director of Environmental Health to submit an application to CalRecycle for a Local Enforcement Agency Grant for the period of July 1, 2025 to June 30, 2030; and
- Authorize and empower the Director of Environmental Health or his/her designee to execute in the name of Yolo County all necessary applications, contracts, payment requests, agreements, and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the application.

Reason for Recommended Action/Background
Public Resources Code Section 4000 et seq. allows CalRecycle to annually distribute ten percent of the Solid Waste Disposal Site Cleanup and Maintenance Account in the form of Local Enforcement Agency grants. The grant amount available to a Local Enforcement Agency (LEA) depends on the population and number of disposal sites. The purpose of the grant is to supplement the LEA's existing solid waste permit and inspection program.
The Environmental Health Division is the LEA for solid waste facilities within Yolo County. Yolo County has received approximately $18,000 annually from this grant fund in the last fifteen years. Yolo County received a grant award of approximately $18,589.00 for fiscal year 2024/2025.
CalRecycle requires that the application for the grant be submitted with a Resolution from the governing body that authorizes grant-related matters and identifies a signature authority for grant related documents. The Resolution must identify the period of time, up to five years, during which the authorizations are valid.
Authorization is requested for the Director of Environmental Health to sign the application, grant agreement, and request for payment.
Submission of this grant application will continue funding for Yolo County and supplement resources to implement the local solid waste landfilling permitting and inspection program.
