Reason for Recommended Action/Background
On July 25, 2023, the Board of Supervisors set aside $500,000 for the Community Benefit Equal Allocation Plan. The Plan equally allocated a portion of that funding to each of the five supervisorial districts, allowing each Supervisor to provide grants to local Community-Based Organizations (CBO) operating within their districts. The Board approved the plan at that meeting, further augmenting the funding to $750,000. On June 4, 2024, the Board approved an additional $25,000 per supervisorial district and increased the total amount to $875,000.
A brief description of the funding proposal follows:
T-Shirt Pro
This Community Benefit Grant would provide funding from District 1. The funds provided under this Agreement will support the West Sacramento Community Bike Party during May is Bike Month, organized by City Councilmember Verna Sulpizio Hull. Specifically, this payment of $335 to T-Shirt Pro will cover the cost of custom shirts for participants, enhancing the visibility and engagement of the event. The ride will include a tour through Club Pheasant to introduce a local project, followed by a stop at the West Sacramento Fire Station for a bike safety presentation, and conclude with a ride along the Levee to discuss cycling’s role in promoting community health and sustainability.
This free, family-friendly event aims to foster a culture of safe cycling while empowering riders with the knowledge to ride confidently. By bringing together community members of all ages, the event will not only promote bike safety but also create a stronger sense of connection among participants. The sponsorship directly contributes to improving the safety and infrastructure of our community, benefiting all who use our local biking routes.

Grant recipients are selected by the Supervisor's Districts and reviewed by the County Administrator's Office.
Competitive Bid Process/Vendor Performance
The respective Supervisors' District staff review potential beneficiaries of the available funding, and the Supervisor selects beneficiaries and funding amounts. District Staff then begin preparation of the agreements. The County Administrator's Office reviews the spending proposals and verifies that the proposed beneficiary meets any necessary requirements under federal and state laws. The proposal is then brought to the Board for delegation of authority to complete funding disbursement.
