Reason for Recommended Action/Background

See Attachment A for changes to the Authorized Position and Salary Resolution:
  • Department of Human Resources – The reallocation of the Personnel Assistant to Senior Personnel Analyst reflects the higher-level responsibilities required for CalPERS retirement and health benefits administration and supplemental benefits. This change will address significant challenges and gaps the County has experienced in these key areas and will ensure the County can maintain appropriate service levels in these complex and regulated areas.
  • Health and Human Services Agency – The addition of the CFAO supports the Agency’s organizational structure in the Administrative branch and will support internal operations, controls, and monitoring critical HHSA administrative functions, contracts, agreements and procurement processes.  This change results in a $17,634 savings by eliminating the vacant Administrative Services Analyst and Senior Accounting Technician positions.
Staff recommends a 2% Cost of Living Adjustment (COLA), effective June 29, 2025, for unrepresented employees, excluding elected officials and contract employees. This recommendation balances the County’s ongoing budget constraints while maintaining consistency with increases for represented groups.
