Recommended Action
- Approve fifth amendment to Agreement No. 19-161, the County's Janitorial Services Contract with Lincoln Training Center, to extend the term of the Agreement through September 30, 2025; and
- Increase the maximum compensation by $510,023 for services through September 30, 2025 not to exceed $6,752,959 during the entire term of the Agreement.

Reason for Recommended Action/Background
Lincoln Training Center has provided janitorial services for all County buildings since the original award of Agreement No. 19-161 in 2019. The agreement was initially structured to meet the anticipated needs of County departments through June 30, 2022, with three one-year extension options.
Since the initial award, the County and Lincoln Training Center have executed several amendments to accommodate evolving services needs and external factors. The agreement was amended to extend the term through June 30, 2023, and to increase compensation due to additional cleaning protocols related to the COVID-19 pandemic. On July 25, 2023, the Board approved the third amendment, exercising the second one-year extension through June 30, 2024, and adjusting the contract maximum amount to reflect increased cost driven by janitorial wage adjustments and rising material expenses. Lastly, on September 2024, the Board approved the fourth amendment, extending the agreement through June 30, 2025, and formalizing the third one-year option, again updating the contract maximum to reflect increased costs.
Throughout the term of the agreement, County departments have continued to collaborate with General Services to evaluate and adjust service levels as operational needs evolved.
Today’s action seeks the Board’s approval of the fifth amendment to Agreement No. 19-161 with Lincoln Training Center to extend the contract term for three additional months with a new termination date of September 30, 2025, while the County completes the RFP process described below, along with a commensurate increase in the compensation by $510,023 for continued janitorial services through the extension period. The additional increase also accounts for continued enhanced cleaning protocols in accordance with updated post-COVID 19 standards.

Competitive Bid Process/Vendor Performance
This contract was originally solicited in 2019. While sixty-eight potential proposers reviewed this opportunity, only two proposals were received. Of the two proposals, only one proposal was deemed responsive. Lincoln Training Center's proposal was evaluated and subsequently awarded the contract.
On April 24, 2025, the County issued a solicitation for proposals for a new contract for janitorial services, and 15 proposals were received on May 23, 2025. County staff are currently reviewing the proposals and will return to this Board for approval of a new contract at the conclusion of the proposal review process.
