Recommended Action
Approve sixth amendment to the Memorandum of Understanding with the Yolo Habitat Conservancy for the provision of administrative services (Attachment A).

Reason for Recommended Action/Background
The Yolo Habitat Conservancy (Conservancy) is a joint powers agency comprised of the County of Yolo and the cities of Davis, West Sacramento, Winters, and Woodland. In fiscal year 2020/21, the Conservancy and the County entered into a Memorandum of Understanding (MOU) for the County to provide administrative services to the Conservancy.
Staff recommend that the Board of Supervisors extend the term of the MOU with the Conservancy for administrative services for an additional year through June 30, 2026. Per the attached MOU (Att. A), it is anticipated the County will provide staffing for the Executive Director, portions of a Planner position and possibly a Program Assistant position to fulfill these services, in addition to other support from the Department of Financial Services, County Counsel, and other internal service departments. In fiscal year 2025/26, it is estimated that the Conservancy could reimburse the County up to $427,000 for services, including administration, legal, fiscal, accounting, and IT. The Conservancy's Board of Directors approved this amendment on May 19, 2025.
