Approve second amendment to Agreement No. 23-295 with Yolo County Children’s Alliance to reduce 2024-25 by $70,000 and increase 2025-26 by $606,129, for a new contract maximum of $1,424,091, for the period of January 1, 2024 through June 30, 2026 for the provision of building and strengthening protective factors.

Building and strengthening protective factors (BSPF) services are evidence-based and informed services that promote the nurturing parenting philosophy of non-violent parenting practices, focusing on developing the following:
1. Empathy
2. Self-Worth
3. Self-Awareness
4. Empowerment
5. Discipline with dignity
6. Appropriate family roles
7. Age-appropriate expectations of a child’s development
8. Nurturing & Attachment; children need love & respect to encourage their optimal health & development

Services will incorporate these five protective factors.
1. Parent resilience,
2. Knowledge of parenting and child development,
3. Social and emotional competence of children,
4. Social connections, and
5. Concrete support in times of need.

The five protective factors are conditions in families and communities that, when present, increase the health and well-being of children and families. These attributes serve as buffers, helping parents find resources, support, or coping strategies that allow them to parent effectively, even under stress.

On or about December 19, 2023, after a competitive solicitation process (details provided below), the County and Yolo County Children’s Alliance entered into Agreement No 23-295 (the Agreement) with a term of January 1, 2024 through June 30, 2025, for the provision of building and strengthening protective factors which included in-home safety monitoring and family life skills programs. On or about May 7, 2024, the Parties amended the Agreement via the first amendment which added a new scope of services for parenting services; added additional funding for 2023-24 and 2024-25 and updated and clarified language in the Agreement.

HHSA now requests approval of this second amendment which extends the term of the Agreement through June 30, 2026, by reducing funding in the amount of $70,000 for 2024-25 and adds funding in the amount of $606,129 for 2025-26. This second amendment also updates and clarifies language throughout the Agreement. Due to the budget deficit, the $70,000 reduction in this Agreement is being shifted to cover unitization in another HHSA-CYF managed agreement.

County Counsel has approved this Amendment as to form.
General Services Department, Procurement Division

On May 18, 2023, the County via the Department of General Services, Procurement Division (DGS-Procurement) issued a Request for Proposal (RFP) on behalf of County for Building and Strengthening Protective Factors. The solicitation was open for 42 days, (6 weeks). The County received three proposal(s) from this solicitation. DGS reviewed the proposals for minimum requirements and all three proposals received were moved forward to the RFP Review Committee, comprised of four (4) HHSA staff.

The RFP Review Committee evaluated the proposals and determined that the proposals submitted by Yolo County Children’s Alliance met all the required qualifications necessary to successfully provide these services. On September 7, 2023, the County issued an Intent to Award letter. Additional information regarding the Competitive Bid Process is provided below, including a summary of the solicitation evaluation criteria.

 

Performance Measures - HHSA confirms Yolo County Children’s Alliance is performing satisfactorily under this Agreement. Performance Measures were originally included in this Agreement are not being revised at this time (See Att. B. Performance Measures).

Yolo County Children’s Alliance (YCCA) provides several services to families to include Parenting Education and In- Home Safey monitoring. For Fiscal Year 2024-25 YCCA served one hundred and seven (107) children and families through their Parenting Education Program. Seventeen (17) of those families reported utilizing harsh parenting techniques and seventeen (17) also expressed having children with developmental, behavioral or special needs. YCCA provided 24-hour response to families post referral submission at a rate of eighty-five percent (85%) and eighty-eight percent (88%) of families received services within ten (10) days of the referral submission; of those families served, forty-four percent (44%) completed the program successfully. Of the parents who engage in services, forty-four percent (44%) of them reported improvement in all areas of parenting.

For Fiscal Year 2024-25, YCCA served thirty-five (35) children and families through their In-Home Safety Monitoring Program. Of the families referred, thirty (30) completed the intake and sixty-one (61) of those families were also being provided services via other programs provided by YCCA. YCCA provided a total of nine hundred thirty-nine (939) in home safety monitoring home visits, twenty-nine (29) public setting field visits and one hundred sixty (160) safety management phone calls. YCCA provided 24-hour response to families post referral submission at a rate of twenty-three percent (23%) and ninety-three percent (93%) of families received services within ten (10) days of the referral submission. Of those families served, seventy-seven percent (77%) received Behavioral Management Services, one hundred percent (100%) received Crisis Case Management Services, fifty-nine percent (59%) received Social Connection Services, fifty-two percent (52%) received Separation Services, one hundred percent (100%) received Resource Support Services, and thirty-two percent (32%) of families successfully completed the program. An average of fifty-six percent (56%) of families reported improvement in all areas of parenting.
