Recommended Action

Approve first amendment to Agreement No. 22-79 with Ducks Unlimited for the Yolo Bypass Wildlife Area Habitat Restoration and Drainage and Improvement Project, Project Scope - Component 4.

Strategic Plan Goal(s)

Sustainable Environment
Flourishing Agriculture

Reason for Recommended Action/Background

The Yolo Bypass Wildlife Area Habitat & Drainage Improvement Project, led by Ducks Unlimited, enhances the California Department of Fish and Wildlife’s (CDFW) ability to manage wetlands and agriculture in the Yolo Bypass Wildlife Area. Identified in the County’s 2014 Drainage Study and 2020 Update, this project is supported by multiple partners, including $2.5M secured by the County in 2022 through the MOU between the County and Department of Water Resources regarding the Yolo Bypass Salmonid Habitat and Fish Passage Project.

This amendment removes the original planned pump station in Component 4, replacing it with drainage improvements better suited to new site conditions observed during earlier phases of the Project. This amendment will allow for the removal of a constrictive canal crossing to improve drainage and recreational access while reducing maintenance needs and energy costs. This change will most notably eliminate the need for new power pole installation, further preserving the Pacific Flyway while maintaining all original benefits.

The Project's objectives remain unchanged, including the improvement of:
  • 513 acres of managed seasonal wetlands
  • 50 acres of semi-permanent wetlands
  • 640 acres of wildlife-friendly agriculture within the Yolo Bypass Wildlife Area.

The amended project reflects extensive collaboration between the County, California Department of Water Resources, California Department of Fish and Wildlife, and the Yolo Basin Foundation.
