Recommended Action
- Approve an agreement with Yolo County Office of Education (YCOE) in the amount of $100,000 for funding to support the Transformational Change Partnership from September 23, 2025 through March 1, 2026; and
- Authorize the Manager of Procurement or designee to sign the agreement.

Reason for Recommended Action/Background
Background
In February 2022, Yolo County executed a contract with the Yolo County Office of Education (YCOE) to serve as the lead agency for the Roadmap to the Future, a Countywide initiative to achieve the vision that every child born in, cared for, and educated in Yolo County has an advantage because of the community’s response to their developmental needs. Subsequently, the Board set aside $1.95M to support implementation of the Roadmap to the Future. On October 8, 2024, the Board directed the County Administrator's Office to work with YCOE staff to develop a proposal for allocating the $1.95 million in funding and return at a future meeting. YCOE and County staff conducted a crosswalk exercise to analyze the needs identified in the Roadmap Needs Assessment relative to County services. On November 12, 2024, staff presented Roadmap to the Future crosswalk materials, including funding proposals, and the Board approved $100,0000 under the Mental Health Category (flexibility funding) that could be used towards the Transformational Change Partnership cohort.
Transformational Change Partnership
The grant funding agreement is in the amount of $100,000 to support the Transformational Change Partnership in partnership with YCOE. The Transformational Change Partnership seeks to utilize an “innovative cohort-based program [that] uses a structured learning and capacity-building framework to convene leaders across Yolo County in developing a coordinated plan to address the needs identified in the Roadmap to the Future Needs Assessment,” in which “Expanded Access to Mental Health Services” was identified as one of eight priority areas.
YCOE will also collect performance and outcome data associated with this project. The full scope of the Transformational Change Partnership project, including the four workgroups ("cohorts"), is further described in the Agreement and its exhibits (see Attachments A and B).
