Reason for Recommended Action/Background

The County has long contracted for janitorial services via a competitive solicitation process. The County recently completed a solicitation process as the existing janitorial services contract has been in place since 2019.  Prior to conducting a solicitation, General Services Department staff approached each County department to confirm existing janitorial services levels and make any adjustments to increase or decrease service levels for the upcoming solicitation.

In April 2025, the General Services Department, Procurement Division, issued a request for proposal (RFP) for janitorial services, which was viewed by 43 potential proposers. The RFP closed on May 23, 2025, with fifteen proposals submitted by the deadline.  Following a comprehensive evaluation process utilizing a grading matrix, UBM Enterprise received the highest overall score.  It is therefore recommended that a three-year contract be awarded to UBM Enterprise.

The General Services Department is requesting approval of a contract with UBM Enterprise for janitorial services for an amount of $2,930,202.58 for the period from October 1, 2025, through June 30, 2028.  The agreement includes an option to extend up to two additional one-year periods, for a maximum potential term of five years.
