Reason for Recommended Action/Background
The County has long contracted for janitorial services via a competitive solicitation process. The County recently completed a solicitation process as the existing janitorial services contract has been in place since 2019. Prior to conducting a solicitation, General Services Department staff approached each County department to confirm existing janitorial services levels and make any adjustments to increase or decrease service levels for the upcoming solicitation.
In April 2025, the General Services Department, Procurement Division, issued a request for proposal (RFP) for janitorial services, which was viewed by 43 potential proposers. The RFP closed on May 23, 2025, with fifteen proposals submitted by the deadline. Following a comprehensive evaluation process utilizing a grading matrix, UBM Enterprise received the highest overall score. It is therefore recommended that a three-year contract be awarded to UBM Enterprise.

The General Services Department is requesting the Board to approve a contract with UBM Enterprise for an amount of $2,930,202.58 for the next three years, of which $827,241.46 will be used for fiscal year 2025-26. The Department coordinated with the Department of Financial Services to include these charges in budget instructions, so all county departments are able to budget for janitorial expenses. Departments pay for janitorial expenses using a variety of funding sources available to their departments.
