Reason for Recommended Action/Background
Assembly Bill No. 2561, which became effective on January 1, 2025, added Section 3502.3 to the Government Code. This legislation mandates that public agencies, such as Yolo County, conduct a public hearing before their governing board and least once per fiscal year, prior to the adoption of the adopted budget, to present the status of vacancies and recruitment and retention efforts. Furthermore, recognized employee organizations have the right to present during this hearing. Human Resources informed all Yolo County labor partners of this hearing and their opportunity to present. This presentation fulfills the requirements of Government Code Section 3502.3.
