Approve Memorandum of Understanding with the Yolo County Deputy County Counsel Association through June 30, 2028.

Reason for Recommended Action/Background
The County reached a tentative agreement with the Yolo County Deputy County Counsel Association and the resulting Memorandum of Understanding (MOU) is included as Attachment A. The primary changes include:
- 3-year term through June 30, 2028
- 1.5% cost of living adjustment (COLA) effective the pay period including July 1, 2025; 2% COLA effective the pay period including July 1, 2026; 2% COLA effective the pay period including July 1, 2027
- Phased implementation of equity adjustments per total compensation survey: 54% of the equity adjustment effective the pay period including July 1, 2025; 46% of the equity adjustment effective the pay period including July 1, 2026
- Updates to health benefit cash in lieu benefit: cash in lieu for employees hired after December 31, 2025 shall not exceed $500 per month
