Recommended Action
- Approve agreement with Yolo Wayfarer Center dba Fourth and Hope in the amount of $595,077.04 for the period of July 1, 2025 through June 30, 2026 for the provision of CalWORKs Housing Program shelter; and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency, or designee, to: 1) exercise optional year extensions for fiscal years 2026-27 and 2027-28 and 2) issue related option year notices. See Section F of Att. A. Agreement.

Reason for Recommended Action/Background
The Yolo County Health and Human Services Agency is requesting approval of the Agreement with Yolo Wayfarer Center to provide immediate and safe shelter for CalWORKs families experiencing homelessness in Yolo County. Currently, the CalWORKs Housing Support Allocation uses emergency shelter funds to temporarily house families and individuals in various motels throughout the County. This is costly to the Housing Support Program (HSP), and the motel environment is not a healthy and supportive environment for families who are in crisis and experiencing homelessness. Yolo Wayfarer will allocate eleven (11) units for CalWORKs homeless families to access when emergency housing is needed. Services provided will include property management, crisis intervention, and oversight for the families residing in the units. County Intensive Case Management (ICM) will have one ICM staff on site during regular business hours to provide support and case management to all families and individuals residing in the units. The units provided by Yolo Wayfarer and all services provided will be based on the Housing First approach by providing services and supports for families while maintaining a safe and supportive living environment.

Competitive Bid Process/Vendor Performance
On April 23, 2025, County’s Deputy Director of General Services Department/Manager of Procurement/County Purchasing Agent (Purchasing Agent) approved a sole/single source procurement for these services, based on satisfactory service/reasonable prices and to avoid the interruption of County business. Without sole/single source approval for these services, the County would be negatively impacted including not being able to provide private shelter for CalWORKs families who are active or have applied for the CalWORKs Housing Program. Factors considered, included but were not limited to: private units with individual bathrooms and showers; communal kitchen and living spaces; secured enclosed courtyard suitable for families with children; and on-site support.

Performance Measures are not included in this agreement. Yolo Wayfarer provides full scope property management and temporary housing services for the families residing in the units. The families will be referred by CalWORKs ICM and ICM handles all case management responsibilities for the families.

No general funds are required by this action. These services will be funded by CalWORKs Housing Support. The total amount of this action is $595,077.04 for the period of July 1, 2025 through June 30, 2026. The amount of $595,077.04 is included in the HHSA recommended budget for fiscal year 2025-26. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2028 nor shall the total contract maximum exceed the amount of ONE MILLION ONE HUNDRED NINETY-FIVE THOUSAND TWO HUNDRED THIRTY-ONE DOLLARS AND TWELVE CENTS ($1,195,231.12), unless otherwise agreed to in writing by the Parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
