Reason for Recommended Action/Background
The cost for the Project has increased since the 2005 original agreement with Solano County. Solano County has requested to update the agreement between the Counties for the current payment responsibilities for the Project. The Project is expected to go out to bid in Fall 2025 and be constructed in 2026.
Background
Stevenson Bridge is one of four bridges over Putah Creek connecting county roads in Yolo County and Solano County. It carries agricultural and commuter traffic, and is also heavily used by bicyclists. The bridge is located in a rural, agricultural area where County Road 95A meets the Solano County line at Putah Creek. The Stevenson Bridge is a historically significant bridge, being one of only four concrete tied-arch bridges left in service in California.
Administratively, Stevenson Bridge is under the control of Solano County and therefore, Solano County is the lead agency for this project. Over the past four decades, Caltrans has documented the condition of Stevenson Bridge, and has determined that the bridge is both structurally deficient and functionally obsolete. Thus, the Project was eligible for rehabilitation funding under the federal Highway Bridge Program (HBP).
On February 1, 2005, the Yolo County Board of Supervisors approved Agreement No. 05-19 between Solano County and Yolo County, for the rehabilitation of Stevenson Bridge (see Attachment A). The agreement provided that Yolo County’s portion of the local share of the construction cost not covered by HBP funding. Payments would be spread over three annual installments after award of the project, for an approximate total amount of $220,000.
Over twenty years later, the Project will be ready to go out to bid in Fall 2025. However, construction costs have significantly increased since the original agreement with Solano County. Solano County has requested that both counties enter into the attached, updated agreement, which is nearly identical to the previous version, save the updated approximate amount of the local share that each county is responsible to contribute towards construction. The Project will utilize approximately $8.8 million in Federal funds to pay for the estimated construction cost of $12,000,000. The local cost share of $3.3 million is anticipated to be split between Solano and Yolo counties, approximately $1,650,000 each. (see Attachment B). Approval of the updated agreement will clarify Yolo County’s payment responsibilities for the Project.

Further explanation as needed:
Sufficient funds have been budgeted in the recommended FY25/26 Road Fund budget for the Project and will also be budgeted in the FY26/27 and FY27/28 Road Fund proposed budgets to cover this expenditure per the attached Agreement. Funding from the Highway User Tax Account (HUTA) or Senate Bill 1 (SB 1), the Road Improvement and Accountability Act of 2017, will provide the funds to cover Yolo County’s 50-percent portion of the local share required for construction of the bridge rehabilitation.
