Reason for Recommended Action/Background
On February 25, 2025, the Board approved an agreement with the City of West Sacramento to provide supplemental law enforcement services during special events, primarily during baseball games for the Athletics held at Sutter Health Park. Supplemental law enforcement services were to include traffic control and stadium security to augment West Sacramento's capacity for handling the special events, with the intention that the City would minimize the need for outside law enforcement personnel to serve in more primary roles and that the County's participating agencies would prioritize their own law enforcement needs. Total compensation under this Agreement was capped at $50,000. As of August 31, 2025, the Sheriff's Office has billed for approximately $58,000 in compensation, necessitating an amendment to increase the maximum compensation for the life of the Agreement. After discussion with City staff, it was determined that increasing the maximum compensation to $175,000 would be appropriate.
Per Government Code section 55632, agreements to provide law enforcement services require approval by the legislative body of the agency providing services to another jurisdiction. Board approval is now requested for the Amendment.

Further explanation as needed:
The agreement being amended is a revenue-generating agreement. Scheduling for the services occurs well in advance of events. However, because compensation received is based on actual hours worked and salary expenditures, it is difficult to anticipate the resulting revenue. Based on Sheriff's Office billing from April 2025 to August 2025, and the assumption that services will be needed over a three-year period, maximum compensation is being increased to $175,000.
