Reason for Recommended Action/Background
Budget Resolution
On September 23, 2025, the Board of Supervisors for the County of Yolo adopted a budget for fiscal year 2025-26 for the Health and Human Services Agency (“HHSA”). During the adopted budget process, HHSA staff were unable to include an increase to the contracted amount with EVALCORP for fiscal year 2025-26 as the MHSA budgeting tool was not yet complete and approved; therefore, the additional funds were not included in the adopted budget process.
For reference, on August 29, 2023, the County approved HHSA’s Mental Health Services Act (“MHSA”) Three-Year Program and Expenditure Plan for fiscal years 2023-2026. The services provided by EVALCORP were approved as part of HHSA’s MHSA 3-Year Plan.
Approval of the request herein will enable HHSA to add $22,500 to the fiscal year 2025-26 budget and use the same $22,500 in unspent funds from FY2024-25 in FY2025-26 for MHSA and BHSA community planning process and technical writing services.
Second Amendment
In 2004, the Mental Health Services Act (MHSA) was approved through a voter initiative, Proposition 63, a one percent (1%) tax on personal income more than one ($1) million dollars to support a system-wide change in California’s public community mental health system in order to create a positive impact in the state’s prevention of and response to mental illness. MHSA was crafted to finance culturally and linguistically competent, new-generation best practice mental health services for Californians of all ages.
MHSA funds are dedicated in specified proportions for the following components: CSS, PEI; WET; CFTN; and INN. MHSA emphasizes an expectation for participatory planning that meaningfully engages a broad range of stakeholders. These include diverse individuals with mental illness and their families, representatives of communities that are un-served and underserved by the public community mental health system, and representatives of service systems that are affected by untreated mental illness.
On or about December 12, 2023, the County entered into an Agreement with EVALCORP to assist with the facilitation of the community planning process, technical writing, evaluations, focus groups, and planning support for the Yolo County Mental Health Services Act (MHSA) reports. The Agreement had an initial term of November 30, 2023 through June 30, 2026. The Agreement also included two (2) optional extensions for 2026-27 and 2027-28. On or about December 6, 2024, the Parties amended the Agreement via the First Amendment to shift unspent funding in the amount of $28,250 from 2023-24 to 2024-25 with no increase to the overall contract maximum and updated the Project Year timelines and deliverable schedules.
In March 2024, voters approved Proposition 1 to reform the Mental Health Services Act (MHSA) and replace it with the Behavioral Health Services Act (BHSA). It reforms behavioral health care funding to prioritize services for people with the most significant mental health needs while adding the treatment of substance use disorders (SUD), expanding housing interventions, and increasing the behavioral health workforce. Proposition 1 changes the way in which Proposition 63 revenues are expended by county behavioral health plans, revises the community planning process, and marks the transition from the “Mental Health Services Act (MHSA)” to the “Behavioral Health Services Act (BHSA).”
Now HHSA staff is requesting approval of this Second Amendment which will allow to roll over unspent funding in the amount of $22,500 from 2024-25 to 2025-26 with no increase to the overall contract maximum and updates the Project Year timelines and deliverable schedules to align with BHSA.

Competitive Bid Process/Vendor Performance
On June 7, 2023, the County, via the General Services Department, Procurement Division (GSD) issued a Request for Proposal (RFP) on behalf of the Health and Human Services Agency (HHSA) for Professional Support Services- Mental Health Services Program (MHSA). The solicitation was open for thirty-four (34) days, just over four (4) weeks. On June 14, 2023, GSD and HHSA offered potential bidders an opportunity to ask questions during a bidder’s conference. The County received two (2) proposal(s) from this solicitation (see list provided below). GSD reviewed the proposal for minimum requirements and two (2) proposals were moved forward to the Review Committee, comprised of four (4) HHSA Staff and one (1) Community Based Organization (CBO) staff. The Review Committee evaluated the proposals and determined that the proposal submitted by EVALCORP met all the required qualifications necessary to successfully provide these services. On August 31, 2023, the County issued an Intent to Award letter.
