Adopt budget resolution amending the Health and Human Services Agency budget for fiscal year 2025-26 to reflect an increase of $293,363 to the Adult & Aging Homeless Services cost center; and approve an agreement with New Hope Community Development Corporation in the amount of $322,699 for the provision of capital improvement projects. Recommended Action

  1. Adopt budget resolution amending the Health and Human Services Agency budget for fiscal year 2025-26 to reflect an increase of $293,363 to the Adult & Aging Homeless Services cost center. (See Att. A. Budget Resolution); and
     
  2. Approve an agreement with New Hope Community Development Corporation (CDC) in the amount of $322,699 for the period from the effective date through June 30, 2028, for the provision of capital improvement projects (See Att. B. Agreement).

Reason for Recommended Action/Background

Budget Resolution
On or about September 23, 2025, the Yolo County Board of Supervisors adopted a budget for fiscal year (FY) 2025-26 for the Health and Human Services Agency (“HHSA”). During the budget development process, the need to include Community Care Expansion (“CCE”) Preservation Program/Capital Project funding for FY2025-26 was not identified; therefore, the funds were not included in the adopted budget process.  On an annual basis, the County will identify carry-over items from one fiscal year that need funding and budget for the next fiscal year. During the FY2024-25 to FY2025-26 carry-over process, CCE Capital Projects budget in the amount of $293,363 was erroneously omitted while the HHSA match was captured, and therefore, staff is requesting additional budget authority as part of the recommended action.

For reference, on or about August 15, 2022, the California Department of Social Services (“CDSS”) notified HHSA of its CCE Preservation Program award allocation. On or about April 7, 2023, CDSS notified HHSA of its final CCE award amount in two categories: Operating Subsidy Payment funds and Capital Project funds. Subsequently, on or about June 26, 2023, HHSA entered into an agreement with Advocates for Human Potential, Inc., CDSS’ third party administrator of the CCE Preservation Program (“AHP Agreement”). The AHP Agreement included requirements on how HHSA can use its CCE allocation for capital projects to address critical repairs, required upgrades, and ensuring facilities are compliant with licensing standards.

Approval of the request herein will enable HHSA to add the amount of $293,363 to the Health and Human Services Agency adopted budget for FY2025-26 and subsequently enter into a contract with Yolo County Housing to fund a capital improvement project.

Agreement
New Hope CDC is the owner of the adult residential facilities Pine Tree Gardens East and West House located in Davis, California. Pine Tree Gardens East and West House are licensed as adult residential facilities by California Department of Social Services (CDSS) serving Yolo County clients diagnosed with serious mental illness. It provides housing and services to 28 adults in two houses. These two adult residential facilities are the only homes in Yolo County for people with serious mental illness including those who are experiencing or at risk of homelessness.

New Hope CDC, the owners of Pine Tree Gardens adult residential facilities (ARF), is one of three facility types that are eligible for funding under the community care expansion grant. Yolo County Housing Authority/New Hope CDC is the only facility which applied to utilize the funding for Community Care Expansion Capital improvement grant funds. The grant requires a facility to be one of the following types: Adult Residential Facilities (ARF), Residential Care Facilities for the Elderly (RCFE), Residential Care Facility for the Chronically Ill (RCFCI) and currently licensed, be in good standing with Community Care Licensing Division (CCDL), and serve at least one qualified resident of which Yolo County Housing Authority/New Hope CDC meets the requirements.

Competitive Bid Process/Vendor Performance

On July 14, 2025, the County’s Deputy Director of GSD/Manager of Procurement/County Purchasing Agent (Purchasing Agent) approved a sole/single source procurement. Without a sole/single source approval for these services, the County would be negatively impacted as HHSA would have to release the funding back to the State to redistribute to other counties and HHSA could possibly lose beds at Pine Tree Gardens. Factors considered, included but were not limited to: New Hope CDC is the owner Pine Tree Gardens Adult Residential Facility (ARF) which is one of the three facility types that are eligible for this funding. New Hope CDC is the only facility that applied to utilize this funding, no other local facilities that are eligible for the funding responded to the application solicitating interest.

Performance Measures
Performance Measures are not associated with this Agreement. There are no current Performance Outcomes or RBAs for this agreement as it is a new agreement. We also don't have comparable RBAs to show from prior agreements of similar contract scope as this is a new scope of service. This Agreement is for capital improvements and not direct client services.

On an annual basis, the County identifies carry-over items from one fiscal year that need funding and budget for the next fiscal year. During the FY2024-25 to FY2025-26 carry-over process, CCE Capital Projects budget in the amount of $293,363 was erroneously omitted while the HHSA match was captured and therefore staff is requesting additional budget authority as part of the recommended action. The action will allow the forthcoming expenditure contract to have an amount of $293,363 for FY2025-26 (pending approval of the attached budget resolution). These services will be funded by Community Care Expansion (CCE) and Mental Health Services Act (MHSA). The total amount of this action is $322,699 for the period from the effective date through June 30, 2028. The amount of $293,363 will be added to the HHSA adopted budget for FY2025-26 (pending approval of the attached budget resolution).
