Recommended Action

Reason for Recommended Action/Background

Healthcare Effectiveness Data and Information Set (HEDIS) is a set of standardized quality measures developed by the National Committee for Quality Assurance (NCQA). Measure calculation is a requirement by the Department of Health Care Services (DHCS) for both the specialty mental health services provided under the County’s Mental Health Plan (MHP) and substance use disorder treatment services provided under the County’s Drug Medi-Cal Organized Delivery System (DMC-ODS). The data is utilized to evaluate the quality of care provided by Yolo County in relation to other California counties, as well as nationally. Should the County fail to meet or exceed the minimum performance levels identified for each quality measure selected by the DHCS, the County could be subject to monetary sanctions. Calculation requires the use of specific guidelines published by the NCQA, and as of measurement year 2025, must be completed by an individual or agency that is NCQA certified. As these guidelines are complex and nuanced, it is recommended by county advocacy groups to utilize agencies, such as California Mental Health Services Authority (CalMHSA), to assist with calculating these measures to ensure accuracy. By calculating our HEDIS measures, CalMHSA is additionally able to support the County in responding to the External Quality Review (audit) related to these performance measures.

Under this agreement, the data regarding the following measures will be analyzed:
o MHP Measures: 
· Follow-Up After Emergency Department for Mental Illness (“FUM”)
· Follow-Up After Hospitalization for Mental Illness (“FUH”)
· Use of First Line Psychosocial Care for Children and Adolescents on Antipsychotics (“APP”)
· Adherence to Antipsychotic Medications for Individuals with Schizophrenia (“SAA”)
o  DMC-ODS Measures: 
· Follow-Up After Emergency Department Visit for Alcohol and Other Drug Abuse or Dependence (“FUA”)
· Pharmacotherapy of Opioid Use Disorder (“POD”)
· Use of Pharmacotherapy for Opioid Use Disorder (“OUD”)
· SAMHSA is the measure steward
· Initiation and engagement of Substance Use Disorder Treatment (“IET”)

County Counsel has approved this Agreement as to form.

Competitive Bid Process/Vendor Performance

No competitive solicitation process is needed. Per the Procurement Policy, this vendor is exempt from the solicitation process as they are a Government Agency.

Performance Measures/ Vendor Performance
Performance Measures are not associated with this Agreement. CalMHSA delivered all required HEDIS measure calculations for both Specialty Mental Health and Drug Medi-Cal for Calendar Year 2023 and 2024 to the County timely. The data included Yolo County’s performance for each of the eight measures in comparison to the state and national rates. Additionally, CalMHSA provided support during the External Quality Review (audit) through data submissions, trainings and technical assistance provided to the County, and meetings directly with the auditors to ensure Yolo County was in compliance with all required submissions and timelines related to the Calendar Years 2023 and 2024 measures.

No general funds are required for this action. These services will be funded by 2011 Behavioral Health (BH) Realignment. The total amount of this action is $40,500 for the period of January 1, 2025 through December 31, 2029. The amount of $40,500 is included in the HHSA adopted budget for fiscal year 2025-26.
