Subject

Appoint directors to Dunnigan Water District and North Delta Water Agency, Division 5, in lieu of conducting a landowner district election. (No general fund impact) (Salinas)

Recommended Action

  1. Approve and accept Dunnigan Water District's request that the Yolo County Board of Supervisors appoint in-lieu of election the candidates to the Full Term and Short Term positions of Director for the Dunnigan Water District;
    1. Dustin Cain, Full Term
    2. David Schaad, Full Term
    3. Matt Cotter, Short Term
       
  2. Approve and accept the attached Dunnigan Water District's Certificates of Facts for the Full Term and Short Term positions, indicating the number of persons who filed a declaration of candidacy did not exceed the number of director offices to be filled in the district held November 12, 2025, landowner district election;
     
  3. Approve and accept North Delta Water Agency's request that the Yolo County Board of Supervisors appoint in-lieu of election the candidate, Thomas J. Slater, to the position of Director for the North Delta Water Agency, Division 5; and 
     
  4. Approve and accept the attached North Delta Water Agency's Certificate of Facts, indicating the number of persons who filed a declaration of candidacy did not exceed the number of director offices to be filled in the district held November 11, 2025, landowner district election.

Reason for Recommended Action/Background

Dunnigan Water District and North Delta Water Agency (NDWA) are landowner districts with elected offices up for election in 2025. The districts opted to hold their own election to fill their open elected Director positions. Dunnigan Water District (DWD) is contained within Yolo County Supervisorial District 5 and elects directors at-large. Dunnigan Water District had two full-term positions and one short -term position up for election. North Delta Water Agency, Division 5 is within the southerly part of Yolo County (Supervisorial Districts 1 and 4) and the northerly part of Solano County. See Attachment E, North Delta Water Agency Map.

The Certificate of Facts and the landowner districts' request letters certified the number of persons who filed a declaration of candidacy did not exceed the number of offices to be filled at their election. This recommended action completes the procedure for the appointments in-lieu of election due to insufficient nominees for each landowner district election.
