Recommended Action

Ratify the County Health Officer’s declaration of a local health emergency pursuant to California Health and Safety Code section 101080.

Reason for Recommended Action/Background

On August 11, the County Health Officer declared a local health emergency in response to the Oakdale Fire, a series of explosions and fires occurring at a fireworks facility near the town of Esparto. As set forth in the attached declaration, the County Health Officer has determined that ash, dust and debris from the Oakdale fire poses potential risks to people, wildlife, and the environment (including crops) near the incident site. The declaration is confined to a small geographic area—just the incident site—but it may later expand in response to testing on nearby properties.

State law requires the Board of Supervisors to ratify the declaration of a local health emergency within seven days of its adoption. Ratifying the County Health Officer’s declaration will preserve the County’s ability to respond rapidly and effectively to this emergency, safeguard the health of the community, and secure needed resources (potentially including state and federal support with site testing and remediation).

There is no fiscal impact associated with the requested action. Ratification of the declaration will support the County’s ability to seek state and federal reimbursement for eligible response costs. At this time, the full fiscal impact of the Oakdale Fire is unknown.
