Reason for Recommended Action/Background

The Behavioral Health Services Oversight and Accountability Commission (BHSOAC), previously known as the Mental Health Oversight and Accountability Commission (MHSOAC), awarded the County $800,000 in Mental Health Student Services Act (MHSSA) Round 4 Universal Screening funding. The MHSSA Round 4 funding is being used to develop a Universal Mental Health Screening Plan for the purpose of implementing equitable universal mental health screening in the local K-12 school districts. Health and Human Services Agency (HHSA) and the Yolo County Office of Education (YCOE) are establishing a local planning team and designing the local planning process to include an assessment of needs, assets, and challenges relative to implementing universal mental health screening in Yolo County's K-12 school districts.

HHSA is partnering with the YCOE to plan and implement the current K-12 School Partnership Programs. Together, HHSA and YCOE applied for and received a grant award as part of the MHSSA Round 4 in the Universal Screening category. MHSSA is a competitive grant program established to fund partnerships between county behavioral health departments and local education entities for the purpose of increasing access to mental health services in locations that are easily accessible to students and their families.

HHSA and YCOE have mutually agreed that YCOE will hold primary responsibility for the execution of the deliverables associated with the Universal Screening grant, and HHSA will pass through 95% of the MHSSA Round 4 Universal Screening grant funds to YCOE. HHSA will retain 5% of grant funds for administrative cost, covering the cost to receive the revenue, issue payment to YCOE and complete periodic financial reports due to the grant funder.

Competitive Bid Process/Vendor Performance

This grant funding was part a competitive-bid grant following a Request for Applications (RFA) released in May-June 2024 as RFA MHSSA 004, Addendum 2.

On or about June 28, 2024, the County and YCOE jointly applied for the grant which consisted of four Categories of funding under MHSSA Round 4 for specific services designed to support the previous three rounds. The Categories are: 1) Marginalized and Vulnerable Youth, 2) Universal Screening, 3) Sustainability, and 4) Other Priorities. HHSA and YCOE were awarded funds in the Universal Screening component.

HHSA and YCOE discussed the scope of work for this grant and was determined that YCOE would be responsible for the deliverables and HHSA would be the lead agency and pass through of the funding as HHSA had the revenue agreement with the BHSOAC executed.

Performance Measures
Performance Measures are not associated with this Agreement. Formal performance measures are not included in this agreement because the grant deliverables that YCOE will be completing function as a measure of performance toward the stated objectives. YCOE will submit quarterly progress reports to both the BHSOAC and HHSA.

No general funds are required by this action. These services will be funded by Mental Health Student Services Act grant. The total amount of this action is $800,000 for the period from the effective date through June 30, 2028. The amount of $250,000 is included in the HHSA adopted budget for fiscal year 2025-26. Remaining funds will be included in the requested budget process for future fiscal years.
