Subject

Adopt Authorized Position and Salary Resolution to implement changes in the Department of Human Resources; adopt resolution providing for At-Will appointments to County positions; and correct the title of the appointment for Tony Kildare from Mental Health Director to Behavioral Health Director. (No general fund impact) (Pannu/Croswell)

Recommended Action

  1. Adopt Position and Salary Resolution to implement changes in the Department of Human Resources;  
     
  2. Adopt resolution providing for At-Will appointments to County positions to add Director of Communications and Public Information; and
     
  3. Correct the title of the appointment for Tony Kildare from Mental Health Director to Behavioral Health Director.

Explanation: Reallocates one (1) vacant at-will full-time Health and Human Services Administrative Services Manager to an at-will Human Resources Manager.  Reimbursement for this position is provided by the Health and Human Services Department, and comes from a combination of a variety of funding sources, of which less than 5% is anticipated to be General Fund.

Reason for Recommended Action/Background

See Attachment A for changes to the Authorized Position and Salary Resolution.
  • Department of Human Resources — reallocating a vacant Health and Human Services Administrative Services Manager to Human Resources Manager to align with the required duties of this position. 
See Attachment B for changes to the At-Will Resolution. Board approval of the attached resolution providing for At-Will Appointments to County positions is required when changes are made to the list of class titles that are exempt from the requirement that all appointments to regular County positions be made from an eligible list, and who serve at the pleasure of the appointing authority.

On November 4, 2025, the Board of Supervisors approved the appointment of Tony Kildare to fulfill the County’s statutory obligation under Welfare and Institutions Code section 5604. The statutory designation remains unchanged; however, the appropriate title is Behavioral Health Director. This item makes a correction to the title only and does not modify the Board’s prior action of the appointment, or the authority of the role.
