Explanation: Reallocates one (1) vacant at-will full-time Health and Human Services Administrative Services Manager to an at-will Human Resources Manager.  Reimbursement for this position is provided by the Health and Human Services Department, and comes from a combination of a variety of funding sources, of which less than 5% is anticipated to be General Fund.

Board approval of the attached resolution providing for At-Will Appointments to County positions is required when changes are made to the list of class titles that are exempt from the requirement that all appointments to regular County positions be made from an eligible list, and who serve at the pleasure of the appointing authority.

On November 4, 2025, the Board of Supervisors approved the appointment of Tony Kildare to fulfill the County’s statutory obligation under Welfare and Institutions Code section 5604. The statutory designation remains unchanged; however, the appropriate title is Behavioral Health Director. This item makes a correction to the title only and does not modify the Board’s prior action of the appointment, or the authority of the role.
