Approve minor updates to the Board Governance Manual, including revisions to the process for Board members to add items to future agendas.

During the December 16, 2025 Governance Session, the Board of Supervisors discussed the process for Board members to add items to future meeting agendas. The attached edits (Attachment A) respond to Board direction regarding changes to the Governance Manual to reflect this discussion, including to: (1) require at least one other Board member to agree that a proposed item should be considered; and (2) for proposed agenda items on matters of statewide, national or international interest that are beyond the scope of the County's legislative platform, to include staff analysis of certain topics when the matter returns for consideration. A handful of other edits to earlier sections of the manual are also included to delete outdated text and reflect the current content of the 2024-2028 Strategic Plan.

Please note that formatting issues in the attached redline version, including document footers and the table of contents, will be addressed in preparing the final version after Board action.
