Recommended Action

  1. Approve and delegate signing authority to the Yolo County Deputy Director of General Services/Purchasing Agent to sign a grant agreement with the Office of Traffic Safety to receive funding in the amount of $250,000 for the period of October 1, 2025 through September 30, 2026 for the provision of Pedestrian and Bicycle Safety Program; and
     
  2. Authorize the Yolo County Deputy Director of General Services/Purchasing Agent, or designee, to enter into and accept any additional financial or non-financial amendments and revisions of the grant agreement upon approval as to form by County Counsel.

Reason for Recommended Action/Background

The County has had repeated incidents of vehicles colliding with pedestrians or bicyclists that result in injury or death. Between calendar year 2021 and 2023, there were 82 fatal crashes and 2,692 injury crashes on Yolo County roads.  Notably, 25% of fatal collisions and 11% of injury crashes involved pedestrians and bicyclists. This data highlights the serious consequences of collisions, underscoring that when they occur, individuals are likely to be injured or killed.  

A significant number of these incidents occur within the city limits of Woodland, West Sacramento, and Davis, where residents frequently walk and bike for transportation and recreation. However, the safety of those living in rural areas such as Knights Landing, Winters, and Esparto remains a significant issue.

Staff hereby recommends approval of the Grant Agreement with the Office of Traffic Safety to fund the County’s Pedestrian and Bicycle Safety Program (Att. A), which will target families in Woodland, West Sacramento, Winters and Knights Landing via education at partner agencies, at community events, and through public awareness campaigns. The program will emphasize working with Spanish-speaking families and low-income families by collaborating with partners who serve these populations. Furthermore, county-wide media campaigns to promote safety behaviors among road users will be implemented to reach populations living within incorporated communities and those living in the unincorporated areas of the County.

No general funds are required by this action. This action will lead to revenue generation from Office of Traffic Safety in the amount of $187,500 for FY25-26 and $62,500 for FY26-27 for a total amount of $250,000 for the period of October 1, 2025 through Sept. 30, 2026. The grant amount of $187,500 is included in the HHSA adopted budget for 2025-26.
