Recommended Action
- Approve agreements with Golder Geo-Logic Associates, Geosyntec Consultants, SLR International, SWT Engineering and Tetra Tech BAS in the combined amount of $2,500,000 for on-call engineering design and construction quality assurance services for the Yolo County Central Landfill from February 10, 2026, through December 31, 2029.; and
- Authorize the Chair of the Board of Supervisors to sign the agreements.

Reason for Recommended Action/Background
Over the next several years, the Division of Integrated Waste Management (Division) has several construction projects for which State regulations require an independent third party to perform Construction Quality Assurance (CQA). These include the construction of Waste Management Unit (WMU) 7J, which is currently out to bid and a new pond, Waste Management Unit H4, which is scheduled to be constructed late next fiscal year. Additionally, the Division periodically requires the assistance of design professionals to assist with the design of various landfill improvements.
Given the State regulations on independent CQA, Division staff issued a Request for Qualifications (RFQ) seeking qualified firms to assist the Division in completing these upcoming tasks. Eleven (11) proposals were received by the November 6th deadline.
A three-person review committee, comprised of Division staff, ranked the proposals by work task based on the criteria included in the RFP. While almost all the firms submitted quality proposals, the top five (5) firms demonstrated superior knowledge and capabilities. These include Geo-Logic Associates, Geosyntec Consultants, SLR International, SWT Engineering and Tetra Tech BAS.
The attached agreements with each firm are set up as on-call/task-order-based agreements to provide the Division with the necessary engineering resources for up to the next 5 years (3 years on initial agreements with two 1-year extension options). When the Division identifies a need, staff will work with one or more of these consultants to develop a scope and fee estimate for the project. Final authority to proceed with any project will require the approval of the Division Director.

Further explanation as needed:
Each of these on-call agreements are set up with a maximum amount of $500,000, which brings the combined total to $2,500,000. This, however, is over and up to a 5-year time period. Each fiscal year, the Division budget will include a portion of these funds. The Division's FY 25/26 budget already includes $75,000 for the remainder of this year.
