Recommended Action

  1. Approve a work authorization with Mead & Hunt for the design of the Yolo County Airport Runway Rehabilitation project; and
     
  2. Adopt a budget resolution for the Airport Pavement Management System project to reflect an increase in appropriations in the amount of $71,250, consistent with the receipt of FAA Airport Infrastructure Grant funds.

Reason for Recommended Action/Background

The Yolo County Airport's runway is in need of rehabilitation.  Through regular maintenance, the life of the pavement can be preserved to reduce the occurrence of repairs.  The runway was originally constructed in 1941 and is 6,000 feet long and 100 feet wide.  The runway is exhibiting ordinary signs of wear for its age, including weathering, block cracking, and longitudinal/transverse cracking.  The runway has a Pavement Condition Index rating of 63, or fair condition (on a scale of 0 to 100, with 100 being the best rating).   To ensure the work is performed to Federal Aviation Administration standards, the County is seeking approval to retain Mead & Hunt to design the repair given the firm's significant experience with aviation projects.  Mead & Hunt has an existing on-call agreement with the County.  This proposed work authorization will enable Mead & Hunt to design the repair and prepare the bid package to find a contractor.  This work is funded by a FAA grant award with a small local match already budgeted for in this year's budget.

As part of the work, the Federal government wants to ensure airport owners continue to study and document pavement conditions for all airport pavement (e.g. taxiways) and receive recommendations for maintenance and improvements of all airport pavements.  This work is called an Airport Pavement Management System (APMS), and is also substantially funded by the FAA with a small local match.  The grant award for this work arrived after the budget was adopted, necessitating the need for the proposed budget resolution. The budget resolution reflects an increase in appropriations in the amount of $71,250, consistent with the receipt of FAA Airport Infrastructure Grant funds.

Competitive Bid Process/Vendor Performance

Mead & Hunt is an aviation engineering consultant firm that was selected via a competitive Request for Qualifications (RFQ) process.  When the FAA approves grant funding for the construction work to rehabilitate the runway, a competitive solicitation process will be used to award the contract to the lowest cost responsible bidder.

The FAA grants will pay 90% of the cost of the airport runway rehabilitation design and the APMS. The Airport Fund already has funds set aside to meet the local match requirement. State funding for an additional 5% match of the FAA's award will be pursued to reduce the burden on the Airport Fund.

There are 2 items that make up the $226,908 cost of recommended action.
1) Approval of the $155,658 work authorization. This project cost is already included in this year's budget.
2) Approval of the $71,250 budget resolution. This work authorization does not need board approval due to the amount.
