Reason for Recommended Action/Background
The Yolo County Department of Community Services has secured grant funding from the UC Davis Koret Shelter Medicine Program to purchase of a portable veterinary clinic, known as the Clinic in a Can. This unit will support the expansion of mobile veterinary services for the Yolo County Animal Shelter.
To prepare the Animal Services Shelter site for placement of the Clinic in a Can, staff have developed a plan and drawings that include the following improvements:

- Construction of a foundation for the new Clinic in a Can
- Space allocation for a potential second clinic in the future
- Installation of additional floor drains to support shelter operations
- Installation of new conduits to accommodate a future electric vehicle (EV) charging station
These site improvements are necessary to ensure proper installation, functionality, and future expansion opportunities for the shelter’s veterinary service capabilities.
With the adoption of the plans and specifications, the Board will authorize the Director of General Services, or designee, to issue a competitive solicitation for construction bids.
Staff anticipate returning to the Board in July 2026 to present the results of the bid process and request approval of the construction contract.

The Department collaborated with the Department of Community Services to establish the project scope.
Competitive Bid Process/Vendor Performance
This project will be competitively solicited and awarded based on the lowest cost responsible bidder. The resulting intent to award will be presented to the Board of Supervisors at a future date for approval of the proposed contract.
