RECOMMENDED ACTION

That the Planning Commission: 
  1. Hold a public meeting to accept comment on the Clark Pacific Facility Expansion Project Draft Environmental Impact Report (SCH #2025031376) (Attachment B); and
     
  2. Direct staff to return to a future duly noticed public hearing with the Planning Commission for a recommendation to the Board of Supervisors after a Final Environmental Impact Report has been prepared.

REASONS FOR RECOMMENDED ACTIONS/BACKGROUND

Project Background and Overview 
The 76.76-acre project site, identified by Assessor’s Parcel Number (APN) 027-250-019, is located at 40307 Best Ranch Road, in unincorporated Yolo County, north of the City of Woodland. The Yolo County General Plan designates the site as Agriculture (AG), and the site is zoned Agricultural Intensive (A-N). The project site currently consists of undeveloped agricultural land planted with row crops and is bisected by an east-west private dirt access road in the central portion of the site and a north-south dirt access road along the eastern site boundary. Clark Junction, a private, paved two-lane road that parallels the northern and western site boundaries, will ultimately provide site access. Surrounding existing land uses include agricultural land to the north, across Best Ranch Road; the existing Clark Pacific prefabricated building materials manufacturer facility to the east; two single-family residences (farm dwellings) to the southeast, across County Road (CR) 18C; agricultural land and a Grow West Woodland Wholesale fertilizer supplier facility to the south, across CR 18C; Happy Ranch Program, a care home for individuals with intellectual disabilities, a barn, and agricultural land to the west, across the California Northern Railroad (CFNR) tracks; and The Maples event venue and agricultural land to the northwest, across the CNFR tracks and Best Ranch Road.

The proposed Project would expand the adjacent existing Clark Pacific facility. Although the proposed Clark Pacific expansion does not include specific development plans at this time, the future facilities are anticipated to be similar to the existing Clark Pacific facility. To provide a conservative analysis, the DEIR analysis anticipates that the Project site could ultimately be developed with a maximum total building square footage of up to 500,000 square feet of new industrial buildings and associated internal roadway improvements, utility improvements, parking, and landscaping over up to four phases.

The Project would require County approval of a General Plan Amendment to redesignate the site from AG to Industrial (IN), and rezone the site from A-N to Heavy Industrial (I-H).

California Environmental Quality Act (CEQA) Review
Planning staff and the County’s Consultant, Raney Planning and Management, have prepared a Draft Environmental Impact Report (DEIR) pursuant to the California Environmental Quality Act (CEQA). The Notice of Availability (NOA) prepared for the DEIR, pursuant to Section 15087 of the CEQA Guidelines, distributed on March 3, 2026, is included as Attachment A. A copy of the Clark Pacific Facility Expansion Project DEIR, also published on the Planning Division’s Current Projects webpage, is included as Attachment B. Circulation of the DEIR is available for public review for a 45-day period extending from March 3, 2026, to April 17, 2026, after which time the County will prepare the Final EIR. The County will consider the information in the EIR and public comments when deliberating a decision on the Project. Following certification of the Final EIR and final decision on the Project, other government agencies may rely on the EIR for CEQA compliance and/or tiering for Project elements.

The Project alternatives that were considered during the environmental assessment, and discussed in the DEIR, include:
  • No Project (No Build) Alternative; 
  • Agricultural Resource Prevention Alternative; and 
  • Reduced Intensity Alternative. 
Approval of the Project will require the following actions by the County: 
  • Certification of the Final EIR for the Project; 
  • Adoption of a Mitigation Monitoring and Reporting Plan (MMRP), Findings, and Statement of Overriding Considerations; 
  • General Plan Amendment to redesignate the project site from AG to IN; and 
  • Rezone to change the project site's zoning designation from A-N to I-H. 
The DEIR identifies significant impacts in the following analysis areas: agricultural resources; air quality, greenhouse gas emissions, and energy; hydrology and water quality; noise; and transportation.

Next Steps
After the public review and comment period for the Draft EIR has closed, Planning staff and Raney Planning and Management will review all public comments and provide written responses that will be compiled in a Response to Comments document for preparation of the Final EIR. A public hearing will then be held with the Planning Commission for a recommendation to the Board of Supervisors taking into consideration the Final EIR and MMRP, and other project elements, including the proposed Project’s Conditions of Approval and Findings. After the Planning Commission has made a recommendation, the Final EIR and proposed Project will be set for a public hearing with the Board of Supervisors for final action.

APPEALS

This is a public meeting on the DEIR for the Clark Pacific Facility Expansion Project to receive comments. No formal decision on this project will be made at this meeting.
