Recommended Action
- Adopt resolution authorizing the Yolo County Health and Human Services Agency to participate in and receive Housing Navigators Program ("HNP") – Round 2 funds from the California Department of Housing and Community Development to help young adults 18 to 21 years secure and maintain housing, with priority given to young adults in the foster care system; and
- Authorize the County Procurement Manager, or designee, to act on behalf of the County in connection with the HNP Round 2 allocation, currently $40,510 to a maximum of $60,000, for Fiscal Years 2022-24, and any and all amendments thereto.

Reason for Recommended Action/Background
In April 2020, the Board of Supervisors adopted a resolution authorizing acceptance of the Department of Housing and Community Development (“HCD”) allocation for the Housing Navigators Program (“HNP”) Round 1 for Fiscal Years 2020-22. In October 2021, HCD issued allocation acceptance forms for HNP Round 2 funding for Fiscal Years 2022-24. As part of this process, HCD requires that County submit an application for Round 2 funding in the form of an Allocation Acceptance form, accompanied by a Board Resolution authorizing the County to apply for and accept this funding, as well as designating the signatory for the associated allocation award.
The purpose of the Housing Navigators Program is to provide housing services to target populations in the community as follows:
Funding under this program will be used to fund housing navigators for County child welfare agencies. The housing navigator acts as a housing specialist to assist young adults with their pursuits of locating available housing and overcoming barriers to locating housing. Activities may include, but are not limited to, assisting young adults aged 18-21 in securing and maintaining housing (with priority given to young adults in the state’s foster care system); providing housing case management which includes essential services in emergency support to foster youth; preventing young adults from becoming homeless; and improving coordination of services and linkages to key resources across the community including those from within the child welfare system and the local Continuum of Care. Based on each county’s percentage of the total statewide number of young adults aged 18-24 years in foster care, Yolo County is currently eligible to receive an allocation of approximately $40,510 for Fiscal Years 2022-24 to continue this program.
