Recommended Action
- Approve first amendment to Agreement No. PO 3833 with Downtown Streets Team for the provision of providing West Sacramento Residents experiencing homelessness or at risk of homelessness with Employment and Training services to extend the term of the agreement through June 30, 2022; and
- Add CalFresh Employment and Training Program funding in the amount of $110,682 for Fiscal Year (FY) 2021-22 for a new contract maximum of $221,364.50, and add a scope of work, and clarify language in the agreement, and revise the performance measures.

Reason for Recommended Action/Background
Downtown Streets Team (DST) is a non-profit organization that works to end homelessness through work readiness, case management, and employment services.
Staff recommends approval of this first amendment to continue partnering with DST to provide services to homeless or at-risk homeless individuals with a goal of providing West Sacramento residents experiencing homelessness or at risk of homelessness with 1) work/life skills and an opportunity to earn a weekly stipend during supervised work experience performing community beautification, and 2) case management, workshops, access to job fairs and linkage to relevant HHSA services.

No general funds are required by this action. These services will be funded by State and Employment training (E&T) funds. The action increases the contract maximum by $221,364 of which $110,682 is a funding match by Downtown Street Teams. The contract maximum for the period of July 1, 2020, through June 30, 2022, including Downtown streets match is $442,729. The County’s maximum payment obligation for the period of July 1, 2020, through July 30. 2022 is $221,364. The amount of $110,683 is included in the HHSA adopted budget for FY2021-22.
