Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $250,000 from the California Governor's Office of Emergency Services to fund the DA's Electronic Suspected Child Abuse Reporting System Program. (No general fund impact) (Reisig)

Recommended Action

  1. Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $250,000 from the California Governor's Office of Emergency Services for the DA's Electronic Suspected Child Abuse Reporting System Program; and
     
  2. Authorize the District Attorney and/or Chief Deputy District Attorney to execute the grant award agreement including any and all amendments and extensions.

Reason for Recommended Action/Background

The Yolo County District Attorney's Office has been receiving the Electronic Suspected Child Abuse Reporting System (ESCARS) Program grant from the California Governor's Office of Emergency Services since fiscal year 2016-17.

In partnership with Yolo County Child Welfare Services (CWS), we applied for this grant as there was no consistent countywide process in reporting suspected child abuse.  There were many gaps and challenges created without a consistent protocol.

Once ESCARS is fully running, sometime in early FY21/22, this system will improve communication and transparency as there will be a centralized database. Instead of information being held individually within each department, information will be stored on one main server for all departments to access.

Collaborations (including Board advisory groups and external partner agencies)

Yolo County District Attorney is collaborating with Los Angeles County Department of Children and Family Services, Santa Barbara County, and Sytech Solutions to build the eSCARS system.

Collaborating partners include Health and Human Services, Victim Services, Multi-Disciplinary Interview Center, Empower Yolo, UC Davis Children's Hospital, all Local Law Enforcement Agencies as well as the Sheriff's Office and Probation. County Counsel has reviewed and signed the board resolution.
