Approve award of Community Services Block Grant (CSBG) discretionary funding to Yolo County CSBG service providers for the period of June 1, 2021, through March 31, 2022; and authorize the Yolo County Procurement Manager to execute the resulting amendments adding a total of $28,250 in discretionary funds to the CSBG provider agreements and extending the term through May 31, 2022. (No general fund impact) (Larsen)

Recommended Action

  1. Approve award of Community Services Block Grant (CSBG) discretionary funding to the Yolo County CSBG service providers for the period of June 1, 2021, through March 31, 2022; and authorize the Yolo County Procurement Manager to execute the resulting amendments adding a total of $28,250 in discretionary funds to the CSBG provider agreements and extending the term through May 31, 2022, as follows:
     
    1. Approve an award in the amount of $4,497.40 for the period of June 1, 2021, through May 31, 2022, with Yolo Wayfarer Center, dba Fourth and Hope for the provision of providing emergency shelter, and securing permanent housing placement, increasing the maximum contract payment obligation to $37,930.77 of which $4,497.40 is funded by CSBG discretionary funds and must be spent by May 31, 2022.
       
    2. Approve an award in the amount of $8,994.80 for the period of June 1, 2021, through May 31, 2022, with Yolo County Children’s Alliance in the amount of $8,994.80 for the provision of providing housing and homeless case management services, increasing the maximum payment obligation to $144,104.30 of which $8,994.80 is funded by CSBG discretionary funds and must be spent by May 31, 2022.
       
    3. Approve an award in the amount of $1,799.53 for the period of June 1, 2021, through May 31, 2022, with the Short Term Emergency Aid Committee (STEAC) for the provision of providing short term emergency eviction services, increasing the maximum payment obligation to $28,821.52 of which $1,799.53 is funded by CSBG discretionary funds and must be spent by May 31, 2022.
       
    4. Approve an award in the amount of $7,387.38 for the period of June 1, 2021, through May 31, 2022, with the City of Davis for the provision of housing assistance through the getting to zero program, increasing the maximum payment obligation to $62,295.31 of which $7,387.38 is funded by CSBG discretionary funds and must be spent by May 31, 2022.
       
    5. Approve an award in the amount of $5,570.90 for the period of June 1, 2021, through May 31, 2022, with Davis Community Meals and Housing for the provision of housing assistance, increasing the maximum payment obligation to $89,260.32 of which $5,570.90 is funded by CSBG discretionary funds and must be spent by May 31, 2022.
       
  2. Authorize the Yolo County Procurement Manager to execute the aforementioned amendments adding a total of $28,250 in discretionary funds to the CSBG provider agreements and to execute any future amendments to the resulting provider agreements Including financial amendments.

Reason for Recommended Action/Background

The Community Services Block Grant (CSBG) helps Yolo County fulfill its obligation to address and operate community-based programs designed to reduce poverty, revitalize low-income communities, and empower low-income families and individuals within Yolo County’s service area to achieve greater self-sufficiency, by implementing priorities identified in the current Community Services Action Plan.
 
On June 4, 2019, the CSAB recommended, and the BOS approved, the 2020-2021 Community Services Action Plan, which identified the following areas of need: 
  1. Housing and Homeless Services—Finding and keeping safe, decent, and affordable housing. Priorities within this service area include; housing navigation assistance, supportive services to assist persons maintain permanent housing, eviction prevention assistance, such as help paying rent and utilities, and transitional/bridge housing.
  2. Income and Employment Assistance—Securing stable income and making better use of income; finding and keeping meaningful employment. Priorities within this category including helping persons find and secure permanent employment, providing job skills training, and assistance enrolling in public benefit programs such as CalWORKs, CalFresh, and General Assistance.
  3. Emergency Assistance—Meeting the immediate needs of food, shelter, clothing, and protection from violence. Priorities within this category include emergency shelter beds for persons and families experiencing homelessness, meals for food-insecure persons and families, as well as safety from crime and domestic violence.
  4. Disability-Related or Elderly Services—Addressing the needs of disabled individuals or the elderly. Priorities within this category include providing assistance to obtain benefits and linkage within in-home support services and care.
On September 12, 2019, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified organizations to provide programs to address the areas of priority identified in the 2020-2021 Community Services Action Plan. (See additional details, provided below.)
 
In addition to the regular CSBG funding, Yolo County has since received discretionary funds totaling $28,250 for the period of June 1, 2021, through March 31, 2022.

To have the amendments in place with expediency so services may be delivered to low-income residents without undue delay, staff request the BOS authorize the Procurement Manager to execute the resulting provider agreements.

Performance Measures were included in the individual CSBG provider agreements, specific to the services being provided, and will not be revised with the amendments.

Competitive Bid Process

On September 12, 2019, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified organizations to provide programs to address the areas of priority identified in the 2020-2021 Community Services Action Plan. The RFP was open for 35 days (5 weeks). Potential bidders were provided an opportunity to ask questions through the Bidsync system and during a mandatory bidders’ conference held on September 24, 2019. Bidders were able to submit proposals via the BidSync system or by dropping off a paper proposal directly to the Yolo County Procurement Department.

HHSA received five (5) proposal(s) from this solicitation. A proposal review committee (PRC)was formed that included four (4) members of the Yolo County CSAB. The proposals were reviewed and scored by the PRC. All of the proposals that were received were evaluated and determined to meet all the required qualifications necessary to successfully provide these services. The PRC submitted their findings to the CSAB at the regularly scheduled October and December 2019 CSAB meetings. The CSAB reviewed the results of the PRC and determined that the following funding recommendations were appropriate to assist Yolo County with meeting the priority needs identified in the 2020-2021 Community Services Action Plan.
