Recommended Action

  1. Approve a direct sale of a surplus item, a 2017 Ford Transit 350, for $26,250 to CommuniCare Health Centers; and
     
  2. Authorize the Purchasing Agent or designee to perform all related actions to conduct the sale.

Reason for Recommended Action/Background

The County purchased a 2017 Ford Transit 350 van to be used for the Health & Human Services Agency's Steps to Success criminal justice diversion program.  CommuniCare is the contracted provider of those services since 2018.  The County no longer has a need for this van, and desires to sell the van directly to CommuniCare for $26,250.  CommuniCare intends to use the van for a community program called Transition of Care, a team that supports clients leaving hospital or incarceration settings to stabilize in the community.  The County's Fleet Services Division obtained an independent estimate that the market value of the van is between $25,000 to $27,500.  The Purchasing Agent negotiated with CommuniCare an agreement to sell the van at the mid-point of the price range.  The Board is requested to approve this sale.

The County's Purchasing Agent is responsible for the surplussing of the county's personal property.  The Purchasing Agent can do so in four ways, 1) auctioning the personal property to the highest bidder, 2) entering into a direct sale with a specific entity, 3) declaring the personal property as scrap destined for disposal or recycling and 4) donating to another governmental or non-profit entity. 

In this circumstance, a direct sale is recommended as the van will continue to be utilized within the County to the benefit of County residents.  In the case of recommending a direct sale, the Purchasing Agent must advertise the recommendation to sell the item and seek this Board's approval of the sale.  A notice of the proposed sale is in the August 27, 2021 edition of the Davis Enterprise.

The Health & Human Services Agency requested that the Purchasing Agent surplus the van.  The Fleet Services Division provided the estimated market value of the van.
