Recommended Action

Approve a three-year agreement through June 30, 2024 with the Yolo County Probation Association.

Reason for Recommended Action/Background

The County reached a tentative agreement with the Yolo County Probation Association and the resulting Memorandum of Understanding is included as Attachment A. The primary changes include:

3 year contract, expiring June 30, 2024, with equity adjustments to 95% of market in 2022 and 2024 and 2% cost of living adjustments per year
$1,500 in one-time compensation
Increasing the monthly health benefit to $400 (similar to other units)
Eliminating "eve leave" in exchange for an additional 4 hours of floating holiday

Pursuant to the County's Other Post Employment Benefit (OPEB) policy, the County conducted an actuarial analysis (Attachment B) of the OPEB impacts of increasing the Probation bargaining unit's monthly health benefit to $400. This increase will result in an estimated $54,000 annual cost and increase the the County's aggregate OPEB liability by 0.4%.
