Recommended Action
- Adopt resolution authorizing the Yolo County Health and Human Services Agency to participate in and receive Transitional Housing Program – Round 3 funds from the California Department of Housing and Community Development to help young adults 18 to 24 years secure and maintain housing, with priority given to young adults formerly in the foster care or probation systems; and
- Authorize the County Procurement Manager, or designee, to act on behalf of County in connection with the THP Round 3 allocation, currently $37,600 to a maximum of $60,000, for Fiscal Years 2022-24, and any and all amendments thereto.

Reason for Recommended Action/Background
In April 2020, the Board of Supervisors adopted a resolution authorizing acceptance of the Department of Housing and Community Development (“HCD”) allocation for the Transitional Housing Program (“THP”) Round 1, and in November 2020, the Board of Supervisors adopted a resolution authorizing acceptance of additional THP Round 2 funding for Fiscal Years 2021-23. In October 2021, HCD issued allocation acceptance forms for THP Round 3 funding for Fiscal Years 2022-24.
As part of this process, HCD requires that the County submit an application for Round 3 funding in the form of an Allocation Acceptance form, accompanied by a Board Resolution authorizing the County to apply for and accept this funding, as well as designating the signatory for the associated allocation award.
The purpose of the Transitional Housing Program is to provide housing services to target populations in the community as follows:
Funding under this program may be used to identify and assist with housing services for young adults from 18 to 24 years of age in the community to secure and maintain housing (with priority given to those in the state’s foster care or probation system); improve coordination of services and linkages to community resources within the child welfare system and the Homeless Continuum of Care, and provide engagement in outreach and targeting to serve those with the most severe needs. Based on each county’s percentage of the total statewide number of young adults aged 18-24 years in foster care, Yolo County is currently eligible to receive an allocation of approximately $37,600 for Fiscal Years 2022-24 to continue this program.
