1. Adopt resolution authorizing the Yolo County Director of Integrated Waste Management to submit a financial assistance application to the California State Water Resources Control Board for funding from the Clean Water State Revolving Fund program to finance the Landfill’s Waste Management Unit H4 Construction project; and
    
2. Adopt a reimbursement resolution declaring intention to reimburse project expenditures with funds provided by the California State Water Resources Control Board.

Sustainable Environment

Waste Management Unit H (WMU H), constructed in 1999, consists of three hydraulically connected ponds (H1, H2 and H3). Liquid waste received by Waste Management Unit G are treated by Waste Management Unit H (WMU H) before the liquid is sent to the Davis Wastewater Treatment Plant. The County is proposing to develop a new Class 2 liquid surface impoundment (WMU H4) to store and treat leachate and liquid waste received at the Yolo County Central Landfill (YCCL). The pond would be a Class 2 double lined liquid surface impoundment. The surface impoundment would be approximately ten acres and located directly south of the existing WMU H3 surface impoundment. The Environmental Impact Report for this project was adopted November 9, 2021. The engineer's cost estimate for this project is $6,400,000.
The Director of Integrated Waste Management (DIWM) would like to apply for project financing through the California’s Clean Water State Revolving Fund (CWSRF) Program which is administered by the Water Boards’ Division of Financial Assistance. The CWSRF program has provided below-market rate financing for qualified water and wastewater projects since 1989. Projects funded by CWSRF include wastewater treatment, water recycling, nonpoint source and storm drainage pollution control solutions, and estuary plans to protect and promote the health, safety and welfare of all Californians. Historically, CWSRF interest rates have continued to decline. The most recent interest rate was 1.10% as of April 20, 2021 which is significantly lower than the interest rates available through solid waste revenue bonds.

Financing applications are awarded based on a point system. The County must adopt a reimbursement resolution and authorizing resolution in order to receive points for submitting a complete application. The recommended actions adopt the resolutions necessary for DIWM to submit a complete application for CWSRF financing for the Waste Management Unit H4 Construction Project.

County Counsel approved the resolutions as to form.
If awarded, the CWSRF financing agreement will be presented to the Board Debt Committee prior to execution.
