Reason for Recommended Action/Background
George Reed substantially completed construction of this project on November 8, 2021, in accordance with the contract plans and specifications. The Board of Supervisors’ acceptance of the work, and authorization for the Director of Public Works to record the Notice of Completion, will allow the project to be closed out.
Background
The South River Road Rehabilitation and Guardrail Replacement Project treated 7.6 miles of South River Road from the City of West Sacramento to Rose Road in the following ways:
- This road segment is located on top of a levee, and generally has an extremely limited road shoulder and recovery area. Therefore, new guardrails were installed with the project that meet current standards. The updated guardrail system utilizes steel posts instead of the traditional treated wood posts, to improve performance and safety for motorists.
- From the City of West Sacramento city limits to the Freeport Bridge, the existing pavement had far exceeded its design life and was rehabilitated using cold-in-place recycling on the top 4-inches of existing asphalt and placing a new asphalt concrete layer on top. This work was followed by shoulder work to conform to existing grades and driveways.
- From the Freeport Bridge to Rose Road the existing pavement life was able to be extended by installing a cape seal (i.e., chip seal topped with a slurry seal).
The project was completed without any claims, and within the authorized budget.

Caltrans administers the federal funds for the guardrail portion of the project.

Competitive Bid Process/Vendor Performance
The competitive bid process was completed in accordance with State law. The project was advertised on May 7, 2021, and bids were opened and read publicly at the Department of Community Services on June 10, 2021. Four bids were received at the bid opening on June 10, 2021, ranging from $4,260,126.30 to $5,726,287.60.

George Reed, Inc. was the lowest bidder and following receipt of the contractor’s bond and insurance certificates, the contract was executed on July 9, 2021.

Sufficient funds were budgeted in the FY 21/22 Road Fund budget to complete the construction. Federal Highway Safety Improvement Program Cycle 9 funds have been allocated up to $900,000 and fully reimburse the guardrail portion of the project. Senate Bill 1 (SB 1), the Road Improvement and Accountability Act of 2017, provided the balance of the funds for construction.
